Or.97223 MINUTES TIGARD LIBRARY BOARD June 13, 1983 Call to Order 7:00 PM Roll Call Walt Munhall, Susan Mueller, Dick Bendixsen. Excused: Vince Matarrese, Jim Sidey. Absent: Dorene Thomas, Madalyn Utz. Library Staff: Irene Ertell, George Anne Clingan, Karrin Hawes, Bobby White. Computer Acquisition Chairman Munhall waived the agenda order and invited Kathy Jackson, Liveware Representative, to make her presentation regarding a public access, coin-operated computer. Ms. Jackson described the program which utilizes the Atari computer. The program will include renting the equipment, staff training by Liveware and paid classes for the public conducted by Liveware. A projected use of 8 hours per week at $2.00 per hour for 6 months would actually give the library a profit of $191. Maintenance is part of the rental fee. Liveware is insured for damage or theft. The Board's concensus was positive toward the proposal citing a possible side-effect of more community support for an automated circulation system as the community's "computer literacy" is increased. Concern for added work load was major negative factor with Board members and Librarian. Board asked Ms. Jackson to supply a specific list of recommended software. Susan Mueller asked about Library's need to do library tasks on the computer. The Liveware program could not support that; however, the Librarian reported that efforts are still being made to secure grant funds for an Apple with word processing to perform specific library tasks. Space Needs: Executive Session under ORS 192.660(1)(e) to discuss acquisition of property. City Administrator, Bob Jean, reviewed progress of his staff work regarding space needs for the City. The questionSposed at the May 9 meeting were addressed and discussed. Executive session was closed and the regular meeting was reopened. Minutes Minutes of the May meeting were approved. Monthly Report The Board asked about the progress on the new WCCLS levy discussions. Librarian reported that there was still some wide disagreement be- tween the public libraries, particularly Beaverton, over equitable distribution of funds. Librarian cited one area of contention re- garding average cost vs added cost as a prime point for disagreement. (See monthly report for particulars. ) Librarian reported that the next levy meeting will be on June 20. Friends of the Library No report. Board Vacancies Librarian announced that 3 Board positions will be open for reappoint- ment beginning July 1. Dick Bendixsen has announced his intention to apply for reappointment. Jim Sidey will not reapply inasmuch as frequent travel precludes regular attendance. Vince Matarrese has resigned and is leaving the area for a new job. Announcements Librarian announced that Prentice-Hall will be sponsoring a program in the Library in July through which patrons may buy computer books for the Library at 50% discount. The Library has chosen which books it needs. Respectfully submitted, AI Irene Ertell City Librarian Approved: Approved as corrected: 1� • T16ARD LIBRARY PUBLICPhone 639-9511 12568 SW Main•Tigard, Or.97223 MONTHLY REPORT June 1983 TO: LIBRARY BOARD CITY COUNCIL FROM: CITY LIBRARIAN WCCLS Levy 1984: There were two meetings between city managers, public librarians and WCCLS staff regarding the Washington County Cooperative Library Services (WCCLS) serial levy proposed for March 1984 election. Consensus has been reached in some areas: (1) Continued autonomy of local public libraries; (2) Recognition of importance of county- wide services; (3) Reimbursement to public libraries for use by non-primary clientele should bear relationship to cost; (4) The same rate should be levied throughout County for both county-wide services and non-fee access; (5) Funding should be based on performance not just need. There is agreement that this coming serial levy cannot reflect perfect equity but continued efforts toward solving that problem should be sought before another levy is due. It was agreed that the current urban services study may affect any long term solutions. Issues still to be discussed and agreed upon include: (1) Reimbursement for added costs of non-primary clientele -- either average or marginal costs; (2) Refund of assessed valuation -- 100%, actual 7, collected -- or no base refund for cities; (3) total amount of levy; (4) Cost of automation. The WCCLS automation committee will meet prior to the next Citizens Advisory Board meeting to recommend which automation costs should be covered by the levy and to recommend the hiring of a consultant to update the cost estimates. PSU Student Field Experience: Charles Johnson, a student at Portland State University, has begun 60 hours of field experience for a media class. He will be assigned to various staffing areas to gain first-hand knowledge of how a small public library operates. He will be evalu- ated at the conclusion of his term. Volunteers: Twenty-five volunteers worked a total of 243.5 hours for a daily average of 11. Three young people are volunteering in the youth services section during their summer vacation. Youth Services: 337 people registered for "Go Hog Wild, Summer Reading 1983" from June 15-30. Pi m nia and other games." Tigard visited the Library for an orientation and tour. The Associate Librarian visited St. Anthony's School on June 3 to promote the summer reading program. Circulation n all records. On June 22 177 Juvenile/Young Adult (J/Y) of juvenile materials is breaking a , g and 220 Easy (E) books were checked out; a total of 422. Total juvenile fiction circulation for June was 4451 -- up 497, over June 1982 and 31% over July 1982 (our first record-breaking month in juvenile circulation. ) Overall juvenile circulation (including magazines, cassettes, puppets) increased by 34% over June 1982 and 17% over July 1982.
