Guests: Vince Mataresse, Karrin Hawes, Bobby White, Ralph Appleman. Minutes Minutes of the November meeting were corrected: page 2, paragraph under Motion should read, "Mueller moved that Dick Bendixsen draft a letter. . . ." (Omit "and send.") Monthly Report Librarian reviewed report for November and also reported on meeting at Washington County Cooperative Library Services (WCCLS) with Joseph Matthews, library computer consultant, who has been hired to review and revise the WCCLS Request For Proposals (RFP) for the county-wide computerized circulation system. In the discussion it became clear that there was a misunderstanding con- cerning the time-table and sequence of events that were necessary to install the county-wide system. Members of the Board were concerned that voters had been led to believe that the system would be considerably complete by the end of June 1985, as a result of the $2.2 million levy passed in June 1984, which included $333,000 for a computer. There was discussion with the Librarian pointing out that the $333,000 was 1/3 of the project and had originally been part of a three-year levy for total of $1 million. In order to finish the project it would be necessary to pass another levy March 1985 for at least two years to complete the project. Dis- cussion also concerned the fact that WCCLS must write a new RFP, select a vender and convert the county collections into a data base. Friends of the Susan Mueller reported that Helen Steyeart is making Library wonderful progress for the rummage sale scheduled for April 13, 14, 15. Mueller has also completed the necessary filing to give the Friends organization an IRS exempt status. The Friends revised the dues schedule at its last meeting. Dick Bendixsen's solici- tation letters (draft) were reviewed and revised and will be presented at the next Friends of the Library meeting in January. WCCLS Levy Librarian summarized the City's financial situation following the November defeat of the tax base. Munhall discussed the possibility of a city tax levy for library, police, parks, seniors and TCYS. Library Board, by con- sensus, voiced its support for one ballot to include both police and library. TIGARD LIBRARY BOARD - MINUTES - December 10, 1984 -- page 2 Civic Center Ralph Appleman presented his plan and model for Up-Date the children's and young adult areas. There was discussion regarding using the Rotary gift ($10,000) for the young adult area and soliciting other service clubs for gifts toward the children's area. Further discussion on the civic center project concerned list of "drops" advised by architects in order to meet bids and possible "adds." The Board by consensus recom- mended no "adds." There was discussion regarding revenues and contingency funds. Library Fees Librarian informed Board that in light of city's poor financial position there had been mention of charging fees for user cards.
