Roll Call: Dick Bendixsen, Susan Mueller, Dorene Thomas, Sue Carver (new member), Walt Munhall. Excused: Jane Miller. Absent: Peggy Ober. Staff: Irene Ertell, George Anne Clingan. Library Budget: President Walt Munhall deferred- reports in order to give City Administrator Bob Jean time to discuss proposed supplemental budget to be presented at the Budget Committee meeting on July 25. Jean reviewed the proposed budget which would appropriate the $182,000 to be received from the WCCLS levy. $149,496 would be added to the FY 1984-85 budget to increase service level from I to 11. $26,500 would be ear- marked as library contingency for FY 1985-86. The largest amount from the levy was $100,000 for shelves and furnishings. Jean also discussed implications of a city tax base on the ballot in November, the 12% limitation measure also on the ballot and a possible override. There was discussion regarding the general fund contribution from the city, Jean pointing out that after the $26,000 is set aside for contingency, the general fund portion is still 10% more than FY 83-84. John Henshell, audience, spoke in objection to not spending all WCCLS monies in FY 84-85. Citing ORS 357.621, he contended that the city is in violation by withdrawing support for library. He also maintained that it was illegal for the city not to have budgeted for WCCLS monies before the levy election. He stated that all WCCLS monies should be spent in FY 84-85 and that there was no reason to assume that there will be no WCCLS money available next year. He also suggested forming a Tigard Library District apart from the City, claiming that the City tax base will fail but people will vote for a library levy in spite of a tax revolt. He submitted a budget for the Board's consideration. The Board asked the City Administrator to study it and present it along with the proposed budget. Discussion ensued with questions from Board members regarding the adminis- trative burdens of a separate library district and its feasibility in today's economic climate. Dick Bendixsen maintained that the WCCLS levy passage implications were debatable in that a small hard core of library supporters prevailed during an "off" election date. The City Administrator pointed out that it was not financially feasible to count on further funds from WCCLS in light of the present conditions. He also pointed out that spending all WCCLS monies this year could expose the library to cbsures next year if the City tax base fails or there is no override to the 12% tax limitation. By consensus the Board agreed to call a special meeting for July 23 to make recommen- dations to the Budget Committee on July 25. TIGARD PUBLIC LIBRARY RD - MINUTES - July 9, 1984 - -e 2 Civic Center Chairman Munhall updated the Board on the fee negotiation Building process with the architect. Susan Mueller discussed the Program process which had resulted in choosing Smith/Dull as architect. Circulation Chairman Munhall postponed consideration of the circulation Policy policy to the next regular meeting. Programming Librarian opened the discussion by saying that with a new facility the library would be able to offer programs as it had in the past and she asked that the Board begin con- sidering a policy, suggesting that the Library not compete with other types of programs available locally. The Board agreed that programming should be unique and book-centered. Chairman Munhall suggested a program series which would bring together divergent groups in the city to discover their points of commonality and agreement. Art Work for The Board asked Dick Bendixsen to draft a statement Civic Center requesting that a percentage of the civic center bond be set aside for art work and that a solicitation program be organized to enlarge the amount to be spent. Or.97223 MINUTES TIGARD LIBRARY BOARD July 23, 1984 SPECIAL MEETING Call to Order 7:05 PM Roll Call Dick Bendixsen, Jane Miller, Susan Mueller, Sue Carver, Walt Munhall, Peggy Ober. Excused: Dorene Thomas. Staff: Irene Ertell. Supplemental Librarian reviewed the proposed supplemental budget to Budget FY be presented to the Budget Committee July 25, 1984. The 1984-85 Library program costs, outlining the overhead and support costs for the past three years and the coming year, was also presented and explained. Board members discussed the reduced general fund amount ($26,000) in the supple- mental budget and the question of carrying over $26,000 into the next fiscal year for library operations. Some felt that the city should maintain its original general fund committment in the adopted budget as well as ap- propriate the entire amount collected through WCCLS. Others were concerned that voters would react negatively or that the money might never be spent for library oper- ations should the city fail to get a new tax base. Motion Dick Bendixsen moved that the Library Board endorse the proposed supplemental budget as presented and recommend to the Budget Committee that $26,000 he earmarked for future library use. The motion was seconded and unanimously passed. August Meeting By consensus, the Board rescheduled its August meeting from the 13th to the 20th anticipating being able to study the architect's design for the Civic Center. If the design is not ready by then, the meeting will be rescheduled to accommodate review of the design. Meeting adjourned: 8:05 PM.
