Excused: Dick Bendixsen. Staff: Bobby White, George Anne Miller. Reports Minutes of the November meeting were approved as written. Monthly Report was presented orally by Librarian. Written report will be distributed later. Friends of the Library. Susan Mueller reported that the letter to businesses had gone out as an insert to the Chamber of Commerce monthly newsletter. Terri Frye has nearly completed the list of specific contacts. Walt Munhall offered to write a piece for the City of Tigard newsletter inviting people to get library cards. WCCLS: Librarian read letters sent by Mayor Lou Ann Thielke, Contract Tualatin, to the Washington County Advisory Board (for Automation WCCLS) and to Donna Selle, WCCLS coordinator, explaining that mayors and managers had met and decided not to sign new service contracts until the issue of operation, main- tenance, and replacement costs for the automation system be settled. They also recommended that no contract be signed with an automation vendor until these issues are settled. Board members discussed the operation and main- tenance costs and the establishment of a replacement fund for the automation system. They agreed that a $200,000 contingency fund earmarked to defray WCCLS county-wide expenses from July 1, 1985--December 86 should be studied as a possible defraying factor for operation and mainte- nance costs and that the replacement costs should not be considered until a new levy is constructed. If replacement costs are placed in a new levy, this information should be clearly stated in the ballot title. Access '86 Librarian announced that the Multnomah County Library would be participating in Access '86 with Clackamas and Washington counties and the Fort Vancouver Regional Library system. City Council will act on Tigard Library's request to participate on December 16. No problems anticipated. City Questionnaire The Board discussed information concerning the library that was gathered in the recent city-wide questionnaire regarding services. Reaction was favorable. It was noted that users were more sat- isfied with the general book collection and reference resources; that users would like to see a computer available for public use; that users approved use of tax funds for a latch-key program for children. TIGARD LIBRARY BOARD - MINUTES - December 9, 1985 -- page 2 Civic Center Munhall gave a report on the construction progress at Update the Civic Center site. It was reported that a dedi- cation committee has been appointed by Mayor John Cook. Munhall is a committee member. Landscaping for the library was discussed.
