Call to Order: 7:00 PM' Vince Matarrexe' Chairman' presiding.

Reports : Minutes for November 16th meeting were approved as written.

Citizens Advisory Board .
Library Director reported that the Washington County
Cooperative Library Services (WCCLS) Citizens Advisory Board
(CAB) will hold its monthly meeting in Tigard on May 10'
1988. The Board will attend the meeting 6n6 request that.
discussion on WCCLS issues be part of the agenda.
WCCLS Structure and Governance.
The Board discussed the current status of the WCCLS otrucLure
and governance issue, especially in light of the recent
failure of the Multnomah County Library' s effort to form a
library district. The Board approved a letter to be sent to
the Tigard City Council requesting help in getting some
action started to resolve this question for Washington County
libraries as soon as possible.
Output Measures Report,
Library Director prenented the first
for the li6rary . The report gathered information on usage in
October and also utilized annual information that is gathered
through WILI and standard statistical measures . Ti is
planned to repeat this study annually, each October.

The Board approved a letter to be oeni to the Tigard Water
District regarding building a new library in the near
future . Minutes of a recent District Board meeting quoted
the Holt Report as indicating a need for, the City to build a
new library.
Five—Year Plan,
Library Director reviewed the City ' s fixe—year financial plan
as it affects the Library. Discussion focused on upcoming
budget preparation. Board member Monahan offered to work
with Library Director in preparing personnel needs to meet
any requests for more open hours .
