Library Board Minutes January 13' 1988
Call to Order: 7:05 PM' Susan Carver, Vice Chairman' opened the meeting
Roll Call : Amo De Bernardio' Vince Matare,ne (arrived 7:20 and assumed
chair) . Jane Miller, Linda Monatan, Walt Munhall ,
Excused: Dorene Thomas .
Reports: Minutes for December 0 were approved as written.
MontKjy_Qaor*twas distributed , There was discussion
concerning the unusual increase in circulation in December
1987 over December 1986. The increased cooperation and
communication between the library and the Tigard schools
was also noted .
Friends of the Library. report was given by Suxan Mueller�
The Friends have realized approximately $1'008 from the
solicitation letters . Tbey are planning a fund raiser for
National Library Week (April) that will focus on donations
for specific books and items needed by the library . They
have decided against fund raisers involving food because of
new, onerous regulations . Activities exposing them to
possible liability claims are also being ruled out.
Structure & Governance, WCCL8.
Librarian reported that though no formal answer had been
received to the letter sent Co the City Cuuncil, Councilor
Carolyn Eadnn had asked the Librarian to convey the
Council ' s continuing interest in the issue of restructuring
Washington County Cooperative Library Services (WCCLS) ar^J
any discussions regarding regional library services .

Librarian reported thaC nn answer has 6een received from
the letter to Dr. Stef[anoff asking for his suggestions for
using the memorial gift to his wife and indicating the
Board ' s interest in using the money to start a trust fund
or foundation for the library . Librarian has talked to
City Attorney who indicates that establishing a foundation
is entirely possible and that the Board must Jeol6, on some
factors that are integral to formation' e.g purpnxe, how
many board members. Board will wait for a reply from
Dr. Steffannff and discuss again in February .
Tigard Water District Letter.

Robert E. Santee, Tigard Water District AJministra tor'
acknowledging the Boar6 ' x letter (December 11 ' 1987)
concerning the Holt (WC( LS consultant) report which had
indicated a need for a new library,
Library Policy Statement.
This was set over to February meeting.
Guide for Trustees of Oregon Public Libraries .
After brief discussion the Board decided to retain as a
personal reference item.
Budget 1088-89/5-year plan.
Board discussed the library' s 5-year plan and the needs of
the library . Librarian was asked to prepare two budgets
for the City Administrator, One will fit within the 6-year
plan the second will reflect needs created by unforeseen
growth.
Information Notes ,
Librarian and board member Munhall reported on City ' s plans
for remodeling and expansion of the Civic Center.
Librarian reported that volunteer coordinator,
Jean Lindsay, has offered to arrange for interest
demonstrations on the first Saturday of each month from
12:30 - 3 :00 PM (the heavy use time) beginning February 6 .
