Roll Call: Susan Grossen, Carl Kostol, Vince Matarrese, Linda Monahan, Marla Resnick, Leslie Wismer. Guests: Yvonne Burgess, Susan Mueller, Pat Reilly Staff: Irene Ertell Report Minutes for November 9, 1989 were approved as written. There was no regular meeting in December. The Board met on December 11 in its Annual Workshop with City Council. Monthly Report was distributed by Library Director. There was discussion regarding the Library's successful efforts to involve more young adults in library activities and in using the resources. Friends of the Library report was given by Susan Mueller. The Friends recently made a gift of $2,600 to the Library to purchase books. They have received approximately $700 from the annual solicitation letter. They sold ten entertainment 190 books and plan to sell at least 50 this next season. Cooperative Library Advisory (CLAB) report was a discussion led by Pat Reilly, City Administrator; Carolyn Eadon, City Councilor; and Yvonne Burgess, CIAB Representative. Discussion centered on the amount of the new levy which is double the current levy and the fact that Tigard will receive considerably less than it pays in under the new formula. Council's position regarding the levy and Tigard's fallback position if the levy fails were also points of discussion. Collection Development Policy: Monahan and Wismer reported that the Comnittee has begun writing introductory portions of the policy. Recognition Board: Library Director reported that Luminite Signs has submitted a bid of $1,182, donating the names at material costs. There will no charge for labor. Drawings will be available at the next meeting. Role of Library Board: Monahan presented her concerns regarding the Board's responsibility as an advisory group to City Council rather than a participant in daily operations of the Library. Councilor Eadon expressed her concern that the Municipal Code probably needs to be revised to clarify the Board's position and to reflect current operations. Chairman DeBernardis stated that the Board should return to the issue at a later date.
