04/12/1990 - Minutes TIGARD LIBRARY BOARD April 12, 1990 N12R= Call to order: 7:00 p.m., Chairman Amo DeBernardis presiding. Roll Call: Susan Grossen, Carl Kostol, Leslie Wismer Excused: Vince Natarrese Absent: Linda Monahan, Marla Resnick Guests: Yvonne Burgess Staff: Irene Ertell Minutes for March 8, 1990 approved as written. Monthly Report for March was distributed by Library Director. The discussion centered on the recently approved Library Levy with Yvonne Burgess noting that most Tigard precincts had voted for the levy. Friends of the Library. Yvonne Burgess reported that there was no meeting in April. Cooperative Library Advisory Board (CLAB) report was given by Yvonne Burgess. She related the Board's discussion regarding relocation of the Banks Library. This will in-pact budgeting for Washington County Cooperative Library Services (W=S) . Recognition Board: Susan Grossen gave the report from the subcommittee which outlined the categories of benefactors and the range of money donations given to the library to be recognized. For donors who do not fit into these categories as well as all past board members, a special book will be displayed with those names. 'Ihe board heading will read "Tigard Public Library Benefactors." The subccmuittee was directed to proceed. Collection Development Comittee: Library Director distributed draft copies of the proposed Collection Development Policy except for the collection assessment information. The collection assessment information will be complete in about one and one-half years because only one staff meniber is available for the task. The Board will review the narrative portion at the next meeting. As the staff member completes assessment of each Dewey Section, work will begin on upgrading to desired levels. Budget update 1990-91: Library Director gave update on the final budget submission with discussion on Sunday hours and the Library materials allocation of $100,000. Out-out Measures Study, 1989: Library Director distributed copies of the Output Measures Study, 1989. Discussion focused on lack of improvement in fill rates which is attributed to larger demands with no significant increase in resources. It was noted that reference service which had received more desk hours and more materials had increased 25 percent. No survey will be conducted in 1990. Another is tentatively planned for 1991 following increased resources made possible by the new levy. Adjournment: 8:15 p.m. Respectfully aibmitted, Irene E.
