Roll Call: Carl Kostol, Jeri Cundiff, Yvonne Burgess, and Nancy Irwin. Staff: Kathy Davis. Minutes: Irwin moved to approve the minutes as written, seconded by Burgess. Reports: March Monthly Repo - Director reported furniture for Puett Room has arrived. WCCLS is planning on providing Internet access via the WILT system sometime this Spring. Oregon Library Association Exemplary Service Award: This award was presented to the Children's Committee of WCCLS in recognition of its creative ideas for promoting library service to county residents. Jody Westerman and Sue Plaisance are both members of this committee. Jody has served as co-chair for two-years. 1 st Baby Kits are out and circulating and are already on holds list Librarians are working up a schedule for 100 percent Reference desk coverage. Director is drafting a revised job recruitment notice for the Educational Services Coordinator position. The intention is to keep the program pretty much the same. Circulation is still increasing. Volunteer hours hit an all-time high with an equivalent of 6.5 FTE. Friends of the Library: Burgess reported sad regrets of FOL member, Pat Colleen, passing away on April 8, 1994. Children's Area futons are now on sight. FOL is working on purchasing large readable signs for bookcases and neon signs for the YA Area. Dedication for GeorgeAnne's Kids will be held Saturday, May 7 at 2:00 p.m. at the Library. Our own, Delia Russell and Fred Meisenhelder, are among the volunteers nominated for the Outstanding Volunteers Award through Washington County Council on Aging and the Washington County Retired and Senior Volunteer Program. The Young Adult book sale will be held May 13, 14, and 15 in the Puett Room. C.L.A.B.: Has accepted to allocate funds for the Beaverton Telephone Reference Service. Director and YA Libradan, Sue Plaisance, attended the City/School District Meeting held March 16, 1994. It was stated that no personnel cuts in the School Media Centers will take place next fiscal year. However,the following year, 1995-96 may see substantial cuts if the budget does not receive some relief. Library Board will continue to work with schools to address concerns and create a plan for quality library service to students. Couott-wide Access to Tigard libra!)t Materials: Beaverton City Library has initiated new circulation policies that will provide countywide access to most of its materials. Eliminating the High Demand I-type will allow holds to be placed at any public library in the County. Director asked the Board for their feeling on this issue. Burgess moved to follow Beaverton Public Library's decision with the recommendation that our librarians decide on which category of materials to be taken out of High Demand I-type status, seconded by Cundiff. Puett Room Policy: Director reviewed policy for use. Library sponsored classes and Children's programs will have priority on usage. There will be no use of room for private individuals or groups, Library Board meetings, or business group meetings. Cundiff moved to approve Puett Room Policy as submitted, seconded by Irwin. Educational Services Revisited: Noted in Monthly Report. Other Business: OLA: Director highlighted conference. Some of the main points was to acknowledge the change that is coming for libraries and School Media Centers, the librarians need to be known in the community, and there is a need for our governmental officials to know about libraries and librarians. HALOGINXCONNZBRDMIN MEMORANDUM CITY OF TIGARD, OREGON TO: Pat Reilly, City Administrator FROM: Kathy Davis, Library Director DATE: May 5, 1994 SUBJECT: Monthly Report, April 1994 OLA Conference: We sent seven representatives to this years Oregon Library Association Conference. The sessions were excellent. Of particular interest were presentations on Workplace Ethics, Library Service and Ballot Measure 5, Identifying Non-Tax Revenue, and Oregon Law related to Public Service. Attendees will be making summary presentations to staff members that did not attend. "New Project Moratorium': A library-wide moratorium on new projects or process changes has been declared for the next six weeks. This will allow staff time to bring current projects to completion and assess what needs to be tackled in the new fiscal year. Computer Network: Almost 100 percent of Valerie's time has gone to assisting with the City-wide network. This means that several major library specific projects (getting WILI on City network; learning how to use our Internet connection through Compass) have been postponed. On-Call Reference: A shortage of available "on-call" librarians prompted us to consider using existing part-time circulation staff in this capacity. It would require additional training and some college level coursework, but would provide an opportunity for enhanced job satisfaction and hopefully a better understanding between work divisions. We will check on personnel related issues and take action next month. Automatic Check-Out Systems: Lake Oswego is installing a system this fiscal year. We will monitor their use of the equipment and their process for converting the book collection for use with the 3M machine. We have requested funds for this equipment in the 1995-96 budget. WILI Update: "Release 140," a Dynix system upgrade, was installed on the WILI system this month. All computer functions were down for a week, reflected in a drop in circulation) (We limit checkouts to six per customer when computers are down). There have been some continuing "glitches" as everyone adjusts to the new features. Some functions have been out of service for two and a half weeks, causing backlogs in ordering, processing, and cataloging. Staff: Paula Walker attended 21st Academy Appreciation Night at T.H.S. Mara Sani, Sue Plaisance, Jody Westerman, and Erik Carter attended a collection development workshop sponsored by Western Oregon State College. Martha Powers presented a session on using the Public Library at City University. Jean Lindsay attended Washington County Council on Aging luncheon with our Notable Award winning volunteer: Della Russell. Youth Services: This years summer program is "Catch the Wave." Terri Smith has organized "work packets"for families to take home and create decorations for the Children's area. Sue Plaisance has arranged to do Book Talks for the Cordero School once a month. She is also setting up a voting display in the YA area to encourage our older student users to get out and vote. Internet: Karrin Hawes spent 20 hours working with our Internet connection. She is trying to "map out" a few dependable routes on the Information Highway!
