Mloginkconnieklib-A MEMORANDUM CITY OF TIGARD, OREGON TO: Bill Monahan, Interim City Administrator FROM: Kathy Davis, Library Director DATE: November 1, 1994 SUBJECT: Monthly Report, October 1994 Tax Base Displ : A display giving basic information on Oregon Taxes and the City Tax Base is up in the library foyer from now until November 8. Wayne Lowry provided the information. WCCLS loaned the display unit. Tecbnology: At the State Library's Information SuperHighway Planning Meeting on October 28, we were encouraged to look at options for "centralizing" community information in the public library - including access to other government information such as permit applications, planning documents, maps, etc., using Internet as the thread to tie it all together. Continuing education money will be focused on "hands-on" staff training for libraries beginning next year. The City of Canby is looking into the "library as community information center model and is sending a contingency to Bellingham, Washington to observe their use of telecomputing to this end. I will be participating in a MACC survey on current and future technology use in our area. The results of this survey will be very useful in planning our library/city technology growth. Nels Michaelson provided a presentation on the GIS system for library staff. We are considering adding public access to GIS information as a library service. Local History: Two hundred 4th graders learned about Tigard History on tours through the John Tigard House this month. As I was suffering with laryngitis at "tour time," many thanks to Claire Sheldon (Library Circulation) and Jeff Munro (Public Works) who stepped in at the last minute to assist. They did a great jobl Ethics: Many library employees attended an Ethics Workshop sponsored by WCCLS. This has raised some questions and concerns about two common "perks" associated with library employment and volunteer work: 1) Library staff and volunteers have historically been "exempt"from fines; and 2) Library staff and volunteers have been able to purchase personal books through the library account and receive benefit of the discount. ..tese practices are long-standing in many public libraries, and will require some re-education as to what is appropriate. We will be in these benefits by the end of the year. Fee Increase: The library will be increasing its fee for users outside of the Tri-County area from $10 to $25 per year beginning January 1, 1995. This increase will bring us in line with the other Washington County libraries. Retirement: Karrin Hawes, Adult Services Ubrarian for 18 years, has announced her retirement effective November 11. Karrin has served the library in many capacities in this time and has participated in some of our most innovative programs - including development of the CID Rom network and our satellite business collection for George Fox College. Karrin will be sincerely missedl Automatic Check-out: All WCCLS libraries have agreed to a uniform placement of Barcodes on circulating items to prepare for the installation of automatic check-out units. These machines are similar to ATMs and allow library customers to check-out their own materials. There were a total of ,2,3Afi-patrons listed for TPL. Of that, 157 have fines over $50 for a grand total of $14,797.08. 790 of the 2,346 patrons listed have $0 balances, but they have some other kind of block on their record that we will have to physically remove before we can delete their records. We are in the process of removing these now. 1,403 of the 2,346 patrons have a balance between $0 and $50 for a total of $13,961.22 in fines and fees. Our last purge was, before my time;-Kathy didn't recall a $10 figure. She is going to ask our library board Thursday night about putting a collection agency on those who have $50 or more on their records, but we are still debating what to do about the lesser $ amounts. A'n�iorr�bpr i 1 90 SUBJECT: "Ethics Law and You . . ." At our last All-Staff meeting we discussed the Oregon State Ethics Law and how that effects some of the traditional "perks"of library employment and/or volunteerism. I heard some strong feelings voiced in support of continuing those benefits as well as some resignation to the fact that we work in a time where public employees are being very closely scrutinized for ethical, accountable behavior. I have re-read the applicable law, and believe that we will, indeed, need to curtail these practices to be in compliance with the Ethics Code. I realize that it seems sometimes we, as public employees, receive all too little appreciation for the hard work we do and I am sorry to have to whittle away at something that you all enjoy. I'd like a few folks to help me work through this. We will need to write up a statement about staff (paid and unpaid) and fines and fees. I would also like to talk about ways we can help each other feel good about the public service we provide. Anyone wishing to help with this, please let me know by Friday, November 4. (Attached: Copy of Ethics Law). Code of Ethics: All Oregon "public officials" are subject to the Code of Ethics set forth in ORS 244.040. The Code prohibits: Use of Public Office for Personal Gain: ORS 244.040(1)(a) sets forth the primary structure: No public official shall use or attempt to use official position or office to obtain financial gain or avoidance of financial detriment that would not otherwise be available but for the public official's holding of the official position or office, other than official salary,_honoraria, except as prohibited in paragraphs(b)and(d) of this subsection,-reimbursement-of a-Tenses or an unsolicited-awardJor prolessianal.- achievement for the public official or the public official's relative, or for any business with which the public official or a relative of the public official is associated. (Note that it is illegal to use a public office for financial gain, or avoidance of detrimen .) Who is considered a "Public Official?: ORS 244.020(15) defines "public official" as: [AJny person who, when an alleged violation of this chapter occurs, is serving the State of Oregon or any of its political subdivisions or any other public body of the state as an officer, employee, agent or otherwise, and irrespective of whether the person is compensated for such services.
