07/09/1980 - Minutes 00 MINUTES • DOWNTOWN TIGARD COMMITTEE July 9, 1980 Durham Waste Treatment Plant MEMBERS IN ATTENDANCE: Roger Brown, David Dresser, J. Allan Paterson, Jean Halderson, Carol Jones, Don Hanson A major portion of this meeting was devoted to a presentation by Mr. David Lawrence, Planning Director for the City of Hillsboro and Mr. Howard Davis, Urban Renewal Agency member. The discussion centered around the RUDAT Study for Hillsboro. RUDAT being Regional Urban Design Assistant Team:. Hillsboro realized that their Downtown area was in serious difficulty and they were able to pursuade the A.I.A. (American Institute of Architects) to provide the team for the Study. A copy of the Hillsboro Plan is hereby made a portion of these Minutes and is available for review. The results of this discussion indicated that the Committee needed more information on the process for establishing an Urban Renewal Agency. Staff was directed to provide ORS information for review at the next meeting. Each Committee member was asked to prepare a list of "Downtown concerns" for discussion at the next meeting. Included in this list should be possible solutions/approaches/alternatives. The intent is to prioritize the problems and seek to develop an approach to each. • The Chairperson encouraged each member to sift slowly through the Lake Oswego RFP, and the RUDAT Study before the next meeting. STAFF NOTE: The League of Oregon Cities Mr. Noel Kline was contacted to supply information on Urban Renewal Agency formation. A pamphlet for each of you has been ordered. Mr. Kline volunteered to appear before us to answer questions should we decide to form an Agency. The name, Oliver Norvill, Attorney, has popped up. He seems to be Oregon's expert on Agency formation. Staff has asked Dave Lawrence to report on his upcoming meeting with a Medford Planning firm which is very active in Downtown Urban Renewal plans. Apparently, Hillsboro is considering "hiring a plan" in the near future. Enclosed you will find a copy of ORS Chapter material on Urban Renewal. Several changes have been made and Staff is trying to trace the material. Please review the enclosed and we will discuss it at the next meeting. • a C
