05/14/1981 - Minutes DOWNTOWN TIGARD COMMITTEE • Minutes --- May 14, 1981 Attending -- Members Brown, Utz, Hirl, Beshears; staff Howard; guests Mayor Wilbur Bishop and Librarian Irene Ertell. Call to order -- The meeting came to order at 7 :38 p.m. , with members noting extremely poor attendance. Minutes of April 22 were distributed, but not considered. City hall relocation -- Mayor Bishop advised the committee that representatives from the city are considering the lease/purchase of the Crow Engineering Building on SW Ash and Burnham for the purpose of civic center development. Bishop said the facility, including 7,000 square feet of office space and 27,000 square feet of warehouse space, had been toured that afternoon by a group including DTC members Phil Hirl and Don Hanson. He invited others to view the building on another occasion. Review of proposals -- With regard to the two responses to the committee 's Request for Proposal, A ldie Howard told the committee • that additional responses probably would not be forthcoming.. Therefore, Howard suggested, the committee should set up a date toward the end of June to interview both candidates jointly with the city council. It was left to Howard to determine the date for an interview, and the date for a preliminary meeting to discuss interview procedure. It was further agreed that Roger Brown would draft a letter to consultants requesting attention to detail in specific areas. The letter was to accompany a list, compiled by Howard, of all city resource documents available to consultants. Phil Hirl asked that each consultant be directed to prepare a 20-minute presentation, to be followed by 40 minutes of questioning by committee and council members. In the event that both consultants would prove unacceptable, the committee briefly discussed alternatives, which are summarized below: 1. Downtown Tigard Committee prepares plan; 2 . DTC prepares plan with some legal and financial consultants' assistance; 3 . The city hires a professional planner to do the work; • 4. The city hires an intern to do the work; 5. Nothing is done.
