04/22/1981 - Minutes DOWNTOWN TIGARD COMMITTEE • Minutes -- April 22, 1981 Attending -- Members Brown, Utz, Jones and Hanson; staff Howard; recorder Beshears; guest JB Bishop. Call to Order -- 7 :37 p.m. by acting chairman Roger Brown. Committee expansion: A ldie Howard reported a delay in forwarding a request for committee expansion to the city council, and noted that he would ask for council action on Monday, April 27 . Committee members asked that the following persons be suggested for membership on the enlarged DTC: Cheryl Beshears, Joe Jebbia, Joe Balough. Response to RFP- A ldie reported that he has dispatched 25 RFPs to interested • consultants, that four of those have discontinued their interest in the project, and that only one firm has actually submitted a proposal. Of the Four expressing lack of interest: one offered no reason; one stated that the nature of the project was outside the firm's expertise; and two stated that the scope of the project was more ambitious than the compensation available. Members briefly scanned the proposal submitted by Richard Brainard Planning and Urban Design. Roger Brown suggested that the committee discuss criteria for evaluating proposals. Aldie noted that it may be easier to sharpen the evaluation. criteria with the actual proposals in hand. After considerable discussion, the committee agreed to meet during the months, of May and June, beginning with the next meeting on Thursday, May 1-4, to review proposals. City staff agreed to forward copies of each proposal to each committee member by the 5th or 6th of May.. Assuming that a manageable number of proposals are submitted, each committee member was to have reviewed his/her copies of the various proposals by the May 14 meeting. Other business: • A ldie told the committee that some research assistance may be forthcoming from Hillary McKenzie, former planning assistant, now preparing to do thesis groundwork in Tigard. JB Bishop added that extensive data on downtown land use will be made available' to the . consultant by his development firm. __Ad-iriir min+-
