10/11/2017 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday, October 11,2017 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL TO ORDER: Chair Katie Harris called the meeting to order at 7:01 p.m. 2. Reh. 3. APPROVE MINUTES The minutes from the September 13, 2017 Board meeting were reviewed. Motion by Hart. Second by Bogert to approve the September 13,2017 minutes. Bogert—Aye Callahan—Aye Gauthier—Aye Harris—Aye Hart—Excused Hoklin—Abstained Taylor—Abstained 4. AGENDA ADDITIONS AND DELETIONS There were no changes to the agenda. 5. CALL TO THE PUBLIC Library staff member Cally Meldrum was tonight's staff guest. Cally started as a Library Aide in the Circulation Division in 2015. Soon after, she was promoted to a 20 hour per week Library Assistant position. Earlier this year she transitioned to a 32-hour Library Assistant position. In November 2016, Cally earned the Library's Shining Star award for her commitment to hard work and her positive attitude. Cally's favorite part of her job is working with the teen volunteers. Cally shared that as she trains the teen volunteers, she emphasizes the importance their role plays in our community. 6. LIBRARY OPERATIONS The September Statistical report was distributed. Library Director Margaret Barnes informed the Board of the activities and actions that have taken place in the past month and some upcoming items.A brief discussion ensued regarding the items on the statistical report. Internet Acceptable Use Policy The Board reviewed and discussed the Internet Acceptable Use policy. There were no changes suggested for this policy. Motion by Lonn Hoklin. Second by Joseph Callahan to re-approve the Internet Acceptable Use policy. Motion was approved unanimously. B. Library Use The Board had approved an update to this policy in August which included language qualifying a service animal. Library Director Barnes wanted to bring this policy before the Board again to review the whole policy. The Multnomah County Library System had just revised their library use rules. Barnes would like the Board to review the Multnomah County Library rules and then discuss this policy at the next meeting. Tigard Public Library will continue to strive to be a welcoming place for everyone but not at the expense of another patron. The Board will need to draft language to maintain space to be comfortable but yet available to everyone.We need to be cognizant of how many bags and belongings individuals bring with them into the library. When an individual brings in so much 'stuff' that it interferes with another person's experience in the library,it becomes an issue. A second concern to be addressed with language in this policy regards individuals laying down on the floor to sleep. The Board will need to decide where the most appropriate place to add a couple of sentences to address these issues would be in our Library Use policy. Discussion ensued regarding services provided by organizations for the homeless and those with unstable housing issues. The consensus of the Board was to bring this item back at the next meeting to discuss. The members will read the library use language from the Multnomah County Library website and draft language for our policy. 8. DISCUSSION OF ALA AND OLA POLICIES A. American Library Association (ALA) - Economic Barriers to Information Access: An Interpretation of the Library Bill of Rights The Economic Barriers to Information Access:An Interpretation of the Library Bill of Rights policy has been included in the Tigard Library Board policy book but has never been officially endorsed by the Board. Discussion ensued regarding how the Tigard Public Library complies with this policy. Motion by Becky Gauthier. Second by Mary Bogert to endorse and affirm the ALA- Economic Barriers to Information Access policy. The motion was approved unanimously. B. Standards for Oregon Public Libraries-Public Library Division of the OLA The Standards for Oregon Public Libraries were reviewed and rewritten in 2012, and then revised in 2015, by the Public Library Division of the Oregon Library Association and the Oregon State Library. This report was distributed to the Board. Each member will go through the document and mark it according to what their personal experience has been in the library. This will be used as a tool at our next meeting to look for gaps and strengths at the Tigard Library according to these standards. 9. OTHER BUSINESS There was a brief discussion of the possible local option levy. Speaking points are still being finalized. At a future time there may be an opportunity for Library Board members to present information about the possible levy at library events. The details are yet to be determined. The local option levy may be on the ballot in May of 2018.Discussion ensued regarding the next steps in the process for the City to get this on the ballot. The Board discussed the Engage for Health: Consumer Health Literacy which began with the Hospital/Healthsystem Association of Pennsylvania. Hospitals, libraries, and health care providers across the nation are working together to conduct community education programs called "Engage for Health." Barnes stated that the Tigard Library has not been approached to be involved in this. St Anthony's Project Homeless Connect is scheduled for October 13, 2017.This is designed to connect individual in need to services and supports. Three Tigard Library staff members will be attending the event with items to give away to the attendees. The Fall Friends of the Tigard Library used book sale is taking place this coming weekend. The August shooting in a library in New Mexico initiated an inquiry, by Board Alternate Nina Kung, as to what training staff has received to respond to this type of incident. Discussion ensued. 10. ADJOURNMENT Chair Harris adjourned the meeting at 8:10 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday, November 8, 2017 at 7:00 p.m. in the second floor Conference Room, 13500 SW Hall Blvd.,Tigard.
