1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library,
2nd Floor Conference Room, at 13500 SW Hall Blvd.
2. MEMBER INTRODUCTIONS
Joe recorded the roll.
3. CONSIDER MINUTES
The February 1, 2017 meeting Minutes were unanimously approved.
4. PUBLIC COMMENT
There was no public comment.
5. 2017 PROPOSED GOALS
Kevin presented the proposed 2017 goals. Members agreed with the goals but noted that having
better communications and documents sent with the Agenda rather than receiving them the night of
the decision-making meeting will improve the process.
6. 2017 PLANNING CALENDAR (DRAFT)
Kevin presented the 2017 planning calendar listing the proposed topics for the TTAC meetings.
7. TRANSPORTATION SAFETY WORKSHOP
Mojie Takallou, Ph.D.,P.E. from the University of Portland will give a transportation safety
presentation at the April 5, 2017 meeting. Kevin noted that there would be a short business meeting
after the presentation.
8. SOUTHWEST CORRIDOR PROJECT
Tigard has seven representatives on the Southwest Corridor project committee. There are a broad
range of neighborhoods and agencies represented. Elise briefed TTAC on the last meeting which
included introductions, discussions regarding the Draft Environmental Impact Study (DEIS) and a
Local Preferred Alternative (LPA). The DEIS will take approximately eighteen months to complete.
Elise and Lonnie will provide regular updates.

9. 2017 CONSTRUCTION PROJECTS
Mike gave a brief overview of the upcoming projects.Walnut St. underground work (water, sewer,
utilities) is almost finished. Curb completion is scheduled for next week with final paving near the
end of April. It will include activation of the traffic light at 135`' and Walnut St.The major paving
planned this year includes Bonita (76`'to Hall),Gaarde St. (Walnut St. to Greenfield Dr.) and
Greenfield Dr. (Gaarde St. to Benchview Ter.) and a small piece of Benchview Ter.,Royalty Pkwy.

Mike distributed and briefly discussed the current transportation project updates.
12. LIAISON REPORTS—PBS, PLANNING COMMISSION
A. PBS is working on a Bike to Market event. Mike briefly discussed the PBS small project
rankings.
B. The Planning Commission approved an additional one hundred eighty single-family units in
River Terrace. They also received a briefing on the Tigard Triangle Lean Code project.

Transportation Project Update — March 2, 2017
Walnut Street (Tiedeman to 116' and intersection with 1351")
PGE crews are removing the old streetlight poles and installing new lights. The contractor will be pouring
curbs along the north side of Walnut St and along the 135th intersection next week (weather permitting). The
project is adding sidewalks, bike lanes, center turn lane, new sewer line, replacement water line, and
underground utilities from 1161h to Tiedeman, and a traffic signal in place of the all-way-stop at the Walnut
St/135th Ave intersection. Construction work is planned until Summer.

North Dakota Street (Fanno Creek to 115' Ave) Speed Zone
The Speed Zone of North Dakota Street between Fanno Creek and 115th Ave has been revised downward to
25 miles per hour. This section of North Dakota St meets the statutory definition of a residential 25mph speed
zone, and the lower speed zone is to improve the safety and walkability of the street.
Scholls Ferry Road between 130th Ave and 135th Ave
A developer is building a new apartment complex between Scholls Ferry Rd and Hawksbeard St. Their work
includes repairing pavement and widening Hawksbeard and adding sidewalk along the apartment frontage,
and improving sidewalks along Scholls Ferry and 135th.
Hwy 99W Near Bull Mountain Road
A developer is building a new subdivision on the east side of Highway 99W across from its intersection with
Bull Mountain Rd. Some delays may occur between 9am and 3pm when the builder is working near Hwy 99W.
River Terrace
River Terrace subdivisions are under construction on both sides of Roy Rogers Rd south of Scholls Ferry Rd,
and west of 150th Ave south of Bull Mountain Rd. The developer is constructing a new center turn lane on Bull
Mountain Road at 1501h Ave to help mitigate their traffic impact. All of these developments will be adding
sidewalks and bike lanes along streets. If you have any questions, please contact Mike White at 503-718-2464.
72nd Avenue / Dartmouth Street Signal
The city has worked with county signal crews and a manufacturer to install a new type of vehicle detection
cameras at the 72nd Avenue/ Dartmouth Street signal that allows us to count the volume and direction of
pedestrians in the crosswalk. This works towards the strategic plan by helping us better understand how
many people are walking and what direction they are going.
