01/19/2017 - Summary Transportation PBS Advisory Committee Meeting Notes Pedestrian-Bicycle advisory Sub-committee (PBS) Meeting Date Thursday, January 19th, 2017 5:00 to 6:30 PM Location Red Rock Room, City Hall, Tigard PBS Members: Joyce Casey (Chair); Jen Vasicek; Steve Boughton, Serge Killingsworth; Ben Gooley; Basil Christopher (notes); Mike McCarthy and Buff Brown, City staff Visitors: Josh Thomas; Molly Holmes; Steve Frear; George Brent; and Anna Dragovich, Tigard SRTS Coordinator Item # (Time) AGENDA Items with Meeting Notes # 1 (5:00) Welcome and Introductions Round the table introductions; Josh and Molly are both attending for the first time, and have not applied, but wanted to see what the group was all about. # 2 (5:08) Review and Approve November 2016 Meeting Notes Last meeting was in November but there were no minutes to distribute. NOTE: PBS is not required to approve its notes/minutes. # 3 (5:09) Member and Guest Communications/Announcements Steve B. —comment about Hall Blvd. and winter weather that has increased the number of bike lane pot holes, adding to the difficulty in biking here. Serge—attended ODOT meeting on budgets where Hall Blvd. was mentioned as an orphan highway. Mike gave a quick background on Hall Blvd. where ODOT would like to transfer to city but city would need ODOT to modernize the highway before a (jurisdictional) transfer. It was also mentioned there has been some discussion about Hall Blvd with Washington County planning to determine what to do about it. Steve B. —gave update on WCBTC 2016 Adopt-A-Bike program. The planned bike distribution at elementary school was cancelled due to weather. WCBTC now plans to present the bikes at Metzger Elementary on January 23rd Steve B. —for the 2017 Tour-De-Parks; volunteers are needed; if interested please contact Steve B. Joyce— mentioned city will be hosting event next Thursday where Tigard residence can meet candidates for Chief of Police. Jen — mentioned Tigard Farmers Market and plans for a bike to market event. Jessica Love who helps coordinate logistics is very supportive. More to come. Ben —commented that Seattle bike share program was shut down; Beaverton bike committee (?); and Fischer Road. Transportation PBS Advisory Committee Meeting Notes Pedestrian-Bicycle advisory Sub-committee (PBS) #4 (5:30) Snow What?—a discussion on walking/biking and snow events Buff shared comment that during snow events you notice things like roadway areas where cars don't drive and where a pedestrian island might be added. He also commented about snow on sidewalk making walking difficult; Joyce echoed the comment. Comments from committee include: • George commented how citizens or homeowners may not be aware of their responsibility to clean sidewalk during snow events. • Steve B. mentioned during heavy snow, you cannot see roadway markings, which add to difficulty of driving, walking, and biking. • Joyce asked to table this item and discussion in more depth at our next meeting. #5 (5:41) Bike/Ped Small Projects Prioritization (Mike) Mike provided committee members with list of walking or biking projects and shared details including project funding, scope of work, etc. PBS members reviewed list during discussion. Members are asked to rank the projects to help with project selection. The voting form is due to Mike by February 1St # 6 (6:20) PBS Bylaws—Updates/election Buff gave update on bylaw changes regarding PBS Chair, Co-Chair, etc. TTAC needs to review and approval these changes; which they did not cover at their last meeting. PBS needs to wait until receiving a vote by TTAC on changes, before new chair and co-chair can be approved. #7 (6:25) 2017 Work Program (Work Plan) Item deferred until next meeting. #8 ( 6:25) Planning Update Light Rail Transit (LRT) Kick Off Meeting on February 2nd: open house is planned. Please ask Buff if you are interested in attending. There was a comment about TTAC working on additional funding for bike/ped work or projects. #9 (6:32) Engineering Update: Repaving/construction (Mike) Mike distributed updated list of road construction project in Tigard and provide comments on several of these. #10 (6:35) Agenda Items for Next Meeting • Update on TriMet and new bus line on Hall Blvd. (Buff) • Snow What?
