Resolution No. 17-42 CITY OF TIGARD, OREGON TIGARD CITY COUNCIL RESOLUTION NO. 17-4X A RESOLUTION AMENDING THE MASTER FEES AND CHARGES TO ADD A NON- RESIDENTIAL TRANSPORTATION SYSTEM DEVELOPMENT CHARGE WHEREAS, Ordinance 15-08 adopted the current transportation system development charge (TSDC) methodology;and WHEREAS, Resolution 15-15 established TSDC amounts in the Master Fees and Charges for residential development;and WHEREAS, Tigard wishes to establish a TSDC on non-residential development that is based on the adopted TSDC methodology. NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: The Master Fees and Charges for the City of Tigard are amended to establish a non- residential TSDC as enumerated and set as shown in the attached schedule (Exhibit A). When the calculated amount does exceed 80%of TDT,the non-residential TSDC charged will be 80%of TDT. Transportation SDC Annual Adjustment 7/1/2015 Transportation SDC fees shall be adjusted annually on July 1 st of each year beginning in 2016. The index to be used for adjusting transportation SDCs will based on the weighted average of the year over year escalation for two measurements:90 percent multiplied by the Engineering News Record Construction Cost Index for the Seattle Area percent change plus 10 percent multiplied by the Oregon Department of Transportation monthly asphalt price(annualized)percent change.
