Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:33 p.m. 2. Approval of Minutes —May 10, 2017 Consideration of the May 10, 2017, minutes was postponed to the next meeting. 3. Public Comments There were no public comments. 4. Water Supply Update Mr. Goodrich reported: • Average water use for the month of May was 5 million gallons per day (mgd). This usage is typical for this time of year, but slightly lower than our 10-year averages and last year's usage. Current weather patterns for the month of May was average, but lower than last year. • For the month of May, there was no change in Aquifer Storage Recovery (ASR) conditions. Stored water for ASR well no. 1 is approximately 53 days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR well no. 2 has 81 days of supply based on 1,500 gpm recovery rates. Page 1 of 3 • June 14 Bonita Pump Station data indicates a pH of 7.73 with 1.0 mg/L chlorine residual, 22 mg/L alkalinity, and water temperature of 12.5 centigrade, which is average for each of the reporting days this month. 5. Water Quality Report 2016—Annual Consumer Confidence Report The board members were provided a copy of the 2016 Annual Water Quality Report. The report is on file in the IWB meeting record. Mr. Goodrich informed the board that a postcard regarding the availability of the Water Quality Report was mailed to every household in Tigard. 6. Water quality Update Mr. Goodrich gave the following updates on water quality and construction activities for the Lake Oswego-Tigard Water Project (LOTWP): • Recent water quality reports from testing of the new source water and treatment process indicate that TTHM, HAA5, and lead risks are greatly reduced. These are direct benefits to consumers and customers regarding public health, and reducing the risks associated with disinfection by-products and lead exposure due to drinking water in household plumbing. • As reported last month, the ozone installation construction is completed. The water treatment plant has also completed functional tests. Ozone addition is now on line serving both communities. Staff has seen a reduction in water quality complaints, and most customers queried during other interaction have stated that the water tastes good. • Some minor punch list items for the project at the water treatment plant are wrapping up. Project staff anticipate that final completion will meet the June 30 deadline. • The celebration date for the project completion is Thursday, August 31, at the LOTWTP. IWB members are invited to attend. More information will be sent out to members in the next month. • Water Independence Day was June 9 for customers in the Tigard water service area. Staff will be providing a water system update to the City of Tigard Council on June 20. 7. Lake Oswego Tigard Water Partnership Project Mr. Goodrich provided the board with a copy of a slide presentation that council will be shown at a future meeting. This handout is on file in the IWB meeting record. The presentation, Tigard Water Service Area Supply System Update, highlights the benefits of ownership in a regional water supply system. In response to an inquiry by Commissioner Henschel regarding the maintenance of fire hydrants, Mr. Goodrich explained that the property owner is responsible for keeping the hydrant visible within the public right of way. Fire hydrants are under the ownership of the water provider so the city will generally work with the property owner and repaint hydrants if necessary. Page 2 of 3 8. Water Master Plan Project A new water master plan project is tentatively scheduled to begin July 1, 2017, focusing on forecasting, seismic resiliency, deficiencies and expansion opportunities. Updates on this project and the Willamette Water Supply project will be provided to the board as the projects progress. Mr. Schirado inquired about the proposed route of the Willamette Water Supply pipeline. Mr. Goodrich explained that the route remains a work in progress and will continue to be refined as the design develops. Next Meeting July 12, 2017, at 5:30 p.m. Public Works Auditorium, 8777 SW Burnham Street, Tigard, Oregon Mr. Goodrich agreed to attend the July 10, 2017, Tigard Water District (TWD) meeting. Staff will arrange for Jennifer Joe, Environmental Program Coordinator for the city, to attend a future IWB meeting. 13. Adjournment At 6:42 p.m., Commissioner Inman moved to adjourn the meeting. Commissioner Nguyen-Ventura seconded the motion. The meeting adjourned by unanimous vote of the commissioners present, with Commissioners Henschel, Inman, Woodard and Nguyen- Ventura, and Schirado voting yes.
