07/12/2017 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,July 12, 2017 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL To ORDER: Past Vice Chair Katie Harris called the meeting to order at 7:02 p.m. 2. ROLL CALL Members Present: Mary Bogert,Joseph Callahan,Becky Gauthier, Katie Harris,Jean Hart,Lonn Hoklin, Michelle Taylor Alternates Present: Nina Kung, Martin Rubin Staff Present: Library Director Margaret Barnes and Executive Assistant Margaret Reh. 3. INTRODUCTION OF NEW BOARD MEMBERS With the appointment of three new Board Members and two new Alternate Members,Harris had each member introduce themselves. Each member gave a brief background and explained why they were interested in serving on the Library Board. Harris stated the election of officers typically takes place the first meeting of the new fiscal year. Since so many members were new, the nomination and election of the Chair and Vice Chair positions will take place at the August meeting. 4. APPROVE MINUTES The minutes from the June 14, 2017 Board meeting were reviewed. Motion by Callahan. Second by Gauthier to approve the June 14, 2017 minutes. Taylor was absent at the June meeting so she abstained from voting. Bogert, Hart and Hoklin were appointed after the June 14, 2017 meeting so they abstained from voting. Callahan, Gauthier and Harris all voted in favor of approving the June 14, 2017 minutes as written. 5. AGENDA ADDITIONS AND DELETIONS There were none. 6. CALL To THE PUBLIC Margaret Barnes explained to the Board that each month we invite a staff member to meet with the Board. The staff member will share a bit of their background and explain what their job responsibilities are here at the library. Tere volunteered at the library for over a year before being hired as a Library Assistant in Circulation in 2006. Tere became a Library Assistant in Technical Services in 2008. Tere is responsible for receiving and unpacking all the library materials as they arrive. She unpacks around 2,500 items a month! She assigns a processing slip to the items that will become a part of our collection. She is responsible for assigning the expediency level for each item and notating the required steps for processing each item. Having been raised in Peru, Ms. Trawinski is fluent in Spanish and is one of the library's Spanish translators. Tere also has a passion for recycling, and she finds creative ways to reuse and repurpose our supplies so we can make the most of our budget. Tere brought a few items to show the Board how some things arrive at the library with defects. Books may appear in good shape by looking at the cover,but the print inside could be upside down. Tere inspects every item that arrives in the library and checks for quality assurance. Discussion ensued regarding tracking the popularity of items and how the collection stays vibrant and relevant to the needs of our patrons and the public. 7. LIBRARY OPERATIONS Library Director Margaret Barnes informed the Board of the activities and actions that have taken place in the past month and some upcoming items. Tigard Library is a participating library in the Space Science Institute initiative. Adult Services received a grant through the STAR Library Education Network. The library received 1,000 glasses,via this grant program, to distribute to patrons for viewing the eclipse happening on August 21, 2017. The June Statistical report was distributed to the members. Barnes gave a brief description of some of the stats and shared some data. The Board was encouraged to sign up for the Summer Reading Program. 8. DISCUSSION OF CALENDAR FOR POLICY REVIEW A list of the policies were distributed with the dates they were last viewed and approved by the Library Board. A discussion ensued regarding the ALA policies and the Boards role concerning these policies. The ALA policies are guiding background documents from the national organization. The Board would not make any changes to the ALA policies. OTHER BUSINESS A. LIBRARY TRENDS A health care item is making news in libraries in three cities. Librarians are being trained on administering Narcan to treat individuals who may be overdosing in the library. A brief discussion took place regarding the change in fines and fees which just went into effect throughout the Washington County Cooperative Library System. 10. ADJOURNMENT Past Vice Chair Harris adjourned the meeting at 8:05 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday, August 9, 2017 at 7:00 p.m. in the second floor Conference Room, 13500 SW Hall Blvd., Tigard. Board member Michelle Taylor informed the Board she will not be able to attend the August meeting.
