10/27/1982 - Minutes NPO * 3 SPECIAL MEETING MINTUES October 27, 1982 1. Call to order at 7:30 because Bob Bledsoe forgot about the 7:00 starting time. 2. Present: Mortensen, Fyre, Ramsdell, Porter, Horowitz, and Bledsoe. Garret and Raetz are no longer members. 3. Public Facilities and Services, 7.5 through 7.12, was revised. The NPO agreed to present its revisions in an alternate draft. NPO #3 Special Meeting November 10, 1982 was cancelled for lack of quorum. NPO 3 recommends that the policies for Public Facilities and Services be amended to read as follows. Lower case typing indicates text as proposed in the staff version given to us on 10/13/82. Brackets [ ) indicates deletions from that text. Parenthesis () will be used for our editorial comments. SOLID CAPITALS will indicate our modifications and additions. Unless noted otherwise we are addressing directly only the policies; and the implied findings should be stated, and also the necessary implementation strategies should be added. The restriction of our suggestions primarily to the policies was necessary due to our limited amount of time. Any of the stated findings and implementation strategies not consistent with the recommended policies should be deleted or altered to conform. 7.1.1 THE CITY SHALL PROVIDE URBAN SERVICES: a. IN ACCORDANCE WITH THE COMPREHENSIVE PLAN WHICH CONSIDERS THE LEVEL AND CAPACITY OF EXISTING SERVICES. b. BY WORKING WITH WASHINGTON COUNTY, SERVICE DISTRICTS, AND OTHER GOVERNMENT AGENCIES TO PROVIDE A COORDINATED SYSTEM OF SERVICES. C. BY PREPARING AND IMPLEMENTING A CAPITAL IMPROVEMENTS PROGRAM AS A BEANS OF PROVIDING FOR ORDERLY GROWTH AND EFFICIENT USE OF LAND. 7.1.2 The City shall require as a precondition to development that: a. Development coincide with the availability of adequate FACILITIES AND services including: 1. Water 2. Sewer OR SEPTIC OR OTHER ALTERNATE METHODS THAT DO NOT PRESENT HEALTH HAZARDS. 3. Drainage 4. Access 5. SCHOOLS 6. POLICE 7. FIRE PROTECTION b. The facilities AND SERVICES are: 1. Capable of adequately serving all intervening properties and the proposed development; and 2. Designed to City standards. 3. NOT ADVERSELY AFFECTING THE EXISTING FACILITIES AND SERVICES. The City of Tigard shall coordinate with the Tigard Water District and THE Metzger Water District to INSURE a high standard of water service INCLUDING A SYSTEM ADEQUATE FOR FIRE PROTECTION. [and meet future demand at all times. ] [7.3.2. ] (Delete since covered by additions 7.1.2.b.3 and 7.3.1 above. ) 7.4. (Please note recommended changes in the findings and implementation strategies, listed after all policies. 7.4.1. The City shall develop a comprehensive sewer plan that identifies the present and future capacity needs for sewage treatment in the planning area, AND THAT IDENTIFIES PROBABLE ROUTES OF ALL FUTURE TRUNK SEWER LINES. 7.4.2. The City shall require that future extensions of collector sewer lines shall be LOCATED AND CONSTRUCTED consistent with all City ordinances and agreements between the City of Tigard, Washington County and the Unified Sewerage Agency (USA) ,' 4 S 5PEc i rc/ED IN ?, ¢_.4 7.4.3. [of the residents of Tigard] . 7.7.1. THE CITY SHALL ENCOURAGE PRIVATE UTILITIES TO COORDINATE THEIR FACILITIES AND SERVICES WITH THE COMPREHENSIVE PLAN. (A replacement) 7. 7.2. THE CITY SHALL REQUIRE PRIVATE UTILITIES TO RESTORE TO THE PRE-EXISTING CONDITION ALL PUBLIC FACILITIES DISRUPTED BY THEIR ACTIVITIES. (an addition) 7.8.1. THE CITY SHALL COORDINATE WITH THE SCHOOL DISTRICTS TO PROVIDE EDUCATIONAL FACILITIES CONVIENTLY LOCATED TO SERVE ALL NEIGHBORHOODS OF THE COMMUNITY. (a replacement) 7.8.2. THE CITY SHALL SEEK TO REALIGN THE TIGARD - BEAVERTON SCHOOL DISTRICT BOUNDARY WITH THE CITY'S URBAN GROWTH BOUNDARY. (an addition) 7.9.1. The City shall encourage cooperation between local, state, federal and private agencies in planning THE LOCATION OF SOCIAL SERVICES AND FACILITIES. (a replacement) 7.10.1. CITY administration facilities should remain centralized and convenient to all of Tigard•s residents. 7.11.1. THE CITY SHALL PROVIDE LIBRARY FACILITIES CONVENIENTLY LOCATED TO SERVE TIGARD'S RESIDENTS. (a replacement) 7.12.1. The City shall encourage the establishment of a permanent, full-line recycling center. (by a . . . 1 (7.12.2. 1 (Delete. Not necessary and maybe not wise. ) Findings• As stated before, NPO 83 did not have time to comment directly on all the findings. Generally, the findings lack substance and should be more specific. NPO #3 did make specific comment regarding the following findings: 7.1. "The City of Tigard and related service districts have to ability to provide adequate services to meet the demand for all development within the planning area during the planning period.•• (Staff should eliminate, restrict, or else provide demonstrated basis for the above findings. ) 7.4. Second finding: '• the network of TRUNK sewer lines should be completed. PAGE 4 -- NPO 3 SPECIAL MEETING MINUTES OCTOBER 27, 1982 The third and fourth findings are unsubstantiated, and should be eliminated, or else thoroughly documented, with references. The fifth findings should be deleted, since it pertains to Washington County, and not to Tigard and its urban growth boundary. (an addition finding) D' REQUIRING EXISTING DEVELOPMENT TO BOOK UP TO THE SEWER SYSTEM PLACES UNNECESSARY BURDENS ON THE INDIVIDUALS, AND IN THE LONG RUN ALSO ON THE SEWER SYSTEM. THERE IS CURRENTLY A REQUIREMENT FOR MANDATORY HOOK-UP WITHIN THREE (3) YEARS FOR PROPERTIES WITHIN THREE HUNDRED (300) FEET OF A DEDICATED SEWER. THE CITY HAS NOT CONSISTENTLY ENFORCED THIS REQUIREMENT. 7.8. third finding: Students in the northwest corner of Tigard attend Beaverton School District *48. This DISRUPTS THE COMMUNITY OF TIGARD AND IMPACTS THE SAFETY OF CHILDREN CROSSING SCROLLS FERRY ROAD. Implementation Strategies: For the most part NPO 3 did not have time to redraft the implementation policies. In all cases where policy changes are proposed, the implementation policies should be changed accordingly. NPO 3 did make the following comments and recommendations: 7.1. - 2.b. is confusing 7.4. - 1. should be modified as follows: The Tigard Community Development Code shall require that development permit applications demonstrate that adequate sanitary sewer collection and/or treatment capacity, OR OTHER ALTERNATIVE METHOD OF DISPOSAL INCLUDING BUT NOT LIMITED TO SEPTIC SYSTEMS, is available at the time the application is being made.
