The report shall indicate the location of any fill placed on building sites, suitablity of the soil for building construction, and soil bearing capacity. o Private storm drains shall be provided as I have indicated on the plans for lots 1-12 , 22-25 , easements shall be provided where crossing other lots. A joint access and maintenance agreement shall be recorded with each lot accessing a private storm drain. As follows: Lots 1-12 , 22-25 , shall have an equal right to use and an obligation to operate and maintain the private drainage facilities within the private or public drainage easements as shown. o The finish grade of the lots shall have a maximum slope of 2: 1, or the engineer shall certify the stability of the steeper slope. This will include the slope and fill from the excavation for the foundations of the structures. Building Division NPO 3 MINUTES June 5, 1991 1. Meeting called to order at 7:05 p.m. 2. Present: Porter, Bishop, Froude, Garner, Hansen, Mortensen, Smith Absent: Root 3. Approved Minutes from May 1, 1991 meeting. Agenda Addition: Presentation by Ron Bunch, Senior Planner, Tigard. Draft handout regarding revised home occupation standards. Porter suggested allowing one employee per home occupation. Discussion on percentage of square footage allowed. Suggestion made to notify current owners who are involved in home occupation. Agenda Addition: Memorandum/City of Tigard. Subject: Murray Boulevard extension dated May 15, 1991. (in our June packet, but not on our agenda). Motion: We strongly oppose the Memorandum of Understanding regarding the extension of Murray Boulevard and Walnut street. The portion between Old Scholls Ferry Road and the area south of New Scholls Ferry Road should be deferred until the completion of the Beef Bend Road extension to Sherwood as written. The road should be physically interrupted rather than constructed with a barrier. The extension of Murray Boulevard between Walnut and Gaarde should not be completed until the Beef Bend Road extension to Sherwood is completed as written, with no time limit. Motion carried unanimously. Motion: We protest the manner in which the Memorandum of Understanding has been presented. We think this important issue calls for public comment. Motion carried unanimously. Note: Agenda items No. 4 and No. 5 were reversed in consideration for the adjacent property owners who attended with concerns regarding SUB 91-0008 - Four D Construction. 4. SUB 91-0008 - Four D Construction. Discussion held. Neighbors cited concerns regarding protection of creek and wetlands. NPO recommended they attend hearings officer meeting scheduled for June 10, 1991. 5. CUP 91-0005 - Christ the King Lutheran Church. Discussion only. 6. Reviewed Notice of Decision. 7. Other business. 7.1 Received map and proposal description for MB Development/Otak, Inc. - SUB 91-0009/PDR 91-0004NAR 91-0012/SLR 91-0002/PDR 91-0003 Motion: NPO 3 would like to go on record registering a strong objection to this plan, since it precludes the extension of Gaarde through the property. We would like further information as an agenda item for our July, 1991 meeting. Motion carried unanimously. 7.2 Seiyu International. Motion: The original conditions requiring 135th to connect to Bull Mountain Road prior to development be maintained. Motion carried unanimously. 7.3 We request our July, 1991 meeting be changed to Tuesday, July 2, 1991. 8. Box 23397 Tigard,OR 97223 RE: Christ The King Lutheran Church Conditional Use Application Ladies and Gentlemen: Attached you will find a Conditional Use Application and supporting materials for an expansion project at Christ The King Church, 11305 SW Bull Mountain, Tigard,OR. A separate application is being made to Washington County to have the lot lines extinguished between tax lots 2400, 1700 and 500; all under ownership of Christ the King Church. The project consists of a Social Hall addition of approximately 5240 square feet, an expansion of the existing Sanctuary of approximately 600 square feet, interior remodel of approximately 4500 square feet for offices and classrooms, and expansion of the Parking Lot for an additional 41 spaces and remodel of the existing residence on tax lot 2400 for classrooms. The classrooms will be used for Sunday school classes and occasional weeknight meetings. None of the classrooms will be used more than 12 hours per week nor will the church operate a full-time school for educational purposes. Chris Davies of the Engineering Department has previously reviewed the civil engineering for the storm drainage for the project. No new signs are included with this application.
