TIGARD CIVIC CENTER - TOWN HALL Two issues of isportance to all NPO members will be presented in the Town Hall Roan in advance of any regular NPO meetings. 1. 7:30 P.M. - THE CITY CENTER PLAN The City Center Plan Task Fbrce (CCPTF) is a group of seven citizens who were appointed by City Council in 1987 to examine options for revitalizing downtown Tigard. Fbr the last 18 months they have been working with PSU and several consultants to develop reasonable alternatives for development of our downtown area. At this time the Task Force would like to share these alternatives, answer questions, and hear your ideas. 2. 8:15 P.M. - TRANSPORTATION With passage of the Transportation Bond in November, plans to i.mprave our streets are moving ahead rapidly. Randy Wooley would like to share the steps and timeline for completing the ten major street projects and answer any questions you may have. 3. 8:30 P.M. - NPO'S SCHEDULED TO MEET FOR THEIR REGULAR MEETINGS 1. Discussion - Comprehensive Plan Update 7. Other business 8. Adjournment NPO #8 Minutes of November &, 1088 Meeting NPO Members Present: Dave Klingele^ Lou Ane Mortensen, Mike Smith, and Bob Bledsoe. A neighbor substituted for Kent Hnuoeu. Staff Members Present: Jill Monley, Community Services Director Liz Newton, Senior Planner Randy Clarno^ Development Services Manager David Lehr' Chief of Police This meeting was called by Chairman Bob Bledsoe to inform residents of Walnut Island about the City services available and the process of obtaining the services. Bob Bledsoe opened the meeting with a description of NPO #8, inviting input from interested attendees . He then introduced Jill Monley who , coordinated the staff presentations. Jill Monley gave a general introduction to City services an distinct from t h a services of Washington County and special districts. Liz Newton described the Comprehensive Plan and its effect on Walnut Island, which in in Tigard' n active planning area. Randy Clarno explained transportation (streets) and newer service. David Lehr described both City Police and County Sheriff services. Jill Monley then concluded by describing the annexation processes used by the City. About 40-46 residents were in attendance. At the conclusion, Bob Bledsoe distributed some response sheets for the residents, and 26 responses were turned in by the end of the meeting. A summary in included. The meeting began at 7:88 p.m. , concluded at 9: 10 p.m. , and was followed by informal discussion among the attendees. Several questions were answered during the meeting. on the response forms turned in at the end of the meeting' thirteen (13) were favorable in varying degrees toward becoming part of the City, five (5) were neutral, eight (8) were unfavorable, and approximately fifteen (15) did not complete the forms . Notice of this meeting will be sent on November 1st to the residents of the "Island." Various City staff members have been asked to set aside time that evening to join you so that questions might be answered at the meeting. On behalf of City staff, we are pleased to join you in your meeting to offer any support and information you need. If you have any specific information you would like to have addressed during the meeting, please contact either your Chairman, Bob Bledsoe, or Jill Monley, the Community Services Director.
