08/02/1989 - Packet Minutes of NPO #3 July 5, 1989 PRESENT: Herm Porter, Lou Ane Mortensen, Kent Hansen ABSENT: Bob Bledsoe, Steve Hooker, Dave Klingele, Michael Smith VISITORS: 18 Meeting called to order at 7:05 p.m. A quorum was not present. Minutes of June 12, 1989, meeting read and amended as follows: Amendments related to terminology of manufactured and mobile homes. Amended minutes were approved unanimously. Discussion of ZCA 89 06 Daniel, regarding annexation of 40 acres of unincorporated Washington County land to the City of Tigard and zone changes from Washington County R-6 to City of Tigard R-7 designation (end of 135th Avenue, WCTM 2S! 4, tax lot 700). Proposed development of this land calls for 152 lots on 40 acres and would be all single family dwellings. The adjacent neighborhood was represented at the meeting and expressed concern about the development. Specific concerns were transportation issues, sewer improvements, and traffic safety. A concern was also expressed about a change in density since m6st of the surrounding area is developed on one or more acre plots. PUBLIC DISCUSSION: Martha Bishop was present and expressed her further concern regarding the placement of mobile homes on or within existing residential developments. A recommendation was made and unanimously agreed upon that the City Council/Planning Department should not process any further permits allowing mobile homes in residential areas until this issue is resolved. In the event that the issue of mobile homes in residential areas is not resolved by the City Council, it was recommended and unanimously agreed that a resolution be placed on the next public ballot restricting location of manufactured homes in residential neighborhoods. (The primary concern being different construction standards for manufactured homes versus "stick homes" and a tendency to down-grade existing neighborhoods. ) The NPO requests that a representative of the City of Tigard Planning Department attend the August NPO #3 meeting and have available all laws, standards, and codes relating to the placement of manufactured homes in existing residential neighborhoods. Furthermore, an explanation of the differences between manufactured and mobile homes is necessary. Finally, what statute or code allows different standards for manu- factured homes and "stick homes". An explanation by a representative of the Planning Department regarding the February, 1989, code change which allows manufactured homes equal status with normal construction is requested-. A request was made that a Planning Department representative explain to the NPO at the next meeting the procedures for giving public notice on new development projects (Hudson Development).
