Minutes from NPO # 30 June 16, 1982
1. Call to order
2. Roll Call: Lou Ane, Bob, Milt, Carol, Dennis, and Herman.
Alan had called in, receiving permission to be absent.
Vitz had indicated at previous regular meeting he would be absent.
3. Minutes of May 19, 1982, were corrected and approved.
4. New officer were elected: Lou Ane Morensen as Chairman,
Bob Bledsoe, Vice Chairman & Secretary.
5. Motion was passed unanimously that all meetings of NPO # 3 shall end at
or before 10:oo P.M., with all unfinished business to be carried over to
the next regular meeting.
6. Liz Newton explained that in her review of the ordinance adopting the City
Plan Map, the minutes contained no reasoning for the changes from the NPO 3
Plan Map. In the absence of any stated reason, the changes may have been
inadvertant. A motion was passed asking the secretary to write a letter to
the City Council, requesting them to restore the planned densities to their
previous levels of R 10 and R 20/30.
7. Tigards annexation policy was explained by Liz Newton.
8. Copies of the NPO # 3 alternate to the Housing Plan were distributed
to all members present.
9. Liz Newton reported that the planning efforts for revising the Tigard
Comprehensive Plan is about two months behind schedule.
10. There were no volunteers to attend meetings of the Planning Commission
and the City Council. Matter will be taken up at next meeting.

SUPJECT: Planned Density in NPO i� 3
In December 7.975 , the City Council adopted the NPO # 3 Plan as part of its
comprehensive plan. That plan specified "Suburbans' Density, of 3 units per
acre for much of NPO # 3. This desirination coorelates to R10 'Zoning.
The Suburban Density of 3 units/acre for NPO # 3 was also incorporated into
the Tigard Housing Plan, adopted April 11, 1977 by the Tigard City Council.
However, when the City Plan Map was adopted
the "Suburban" Density was omitted, resulting in much of the land that k7as
designated R 10 in the first two documents becoming R 7 in the City Plan Map.
In the NPO # 3 Plan, the reasons for selecting this density are listed, but
in the Minutes of meetings leading up to adoption of the City Plan Map, no
reasons are mentioned for desired change from R 10 to R 7 in this area of
NPO # 3.
Our conclusion is that the change was inadvertant by the City Council. ,,'e
ask you to pass a resolution restoring the plarined density in this area from
R 7 back to R 10.
Also, in the NPO if 3 Plan, the area under "Suburban Lowss Density were specified
as 2 units per acre, which was also supported in the 1977 Housing Plan. This
corresponds to a zone of R 20 or q 30. In the City Plan Map, this area was
changed to R 10, again with no reason given. We request that your resolution
also restore the planned density in these areas to R 20.
Tile realize that in the up-coming formulation of a new Comprehensive Plan,
the planned densities for many areas are likely to change. However, the
starting point for considering changes should be the previously agreed
des'gnations.

SUBJECT: Extension of SW Murray Blvd. or SW 135th Avenue
The Washington County Planning Department is promoting the idea of a new road
from SW Scholls Ferry Road to SW Gaarde and SW Pacific Highway as part of its
Transportation Plan. The area transversed by this road is in both CPO # 4 and
NPO # 3. This new proposed road would serve to connect traffic from Beaverton
via SW Murray Blvd. to Tigard and beyond, via SW Gaarde to SW Pacific Highway;
thus it would be an arterial roadway. This change of use of SW Gaarde from a
collector in a residential neighborhood to an arterial roadway is in violation
of NPO # 3 Comprehensive Plan.
Also, the Tigard City Council has in the past voiced opposition to the increased
traffic that would result on SW Pacific Highway. They have expressed preferance
for a connection using a more southerly road, such as Beef Bend Road.
We are especially concerned that NPO # 3 has not been consulted in the formulation
of this proposed major roadway. Only through coordination can thoughful planning
be achieved.
Our meetings are held on the third Wednesday of every month at Tigard City Hall .

Dear Ms. Mortensen:
This letter is in response to your July 7th memorandum about the potential
extension of SW Murray Blvd. or 135th Avenue. Let me assure you that the
Washington County Planning Department is not promoting any particular al-
ignment or extension of Murray Blvd. and has not formed a proposal for such
a roadway. A connection between Murray Blvd. and Pacific Highway 99 has
been listed by our staff only as a planning issue to be addressed in our
community planning process for Bull Mountain CPO #4.
I understand that, since your memorandum, representatives of your neigh-
borhood have attended a Town Hall meeting for the Bull Mountain area and
that you have talked with Richard Meyer, Project Planner for the Area, by
telephone regarding the issue. I trust that as a result, you know what we
know about the potential extension of Murray and feel more assured that we
will make no plans without ample opportunity for participation of those
persons it affects.
As Richard related in Thursday night's Town Hall meeting, at least two
current studies will provide helpful information on the Murray/ 99 connection
issue. The transportation study being undertaken as part of our Transportation
Plan development by our Planning Division and Public Works Department will shed
some light on the need and ramifications of such an extension. Washington
County Public Works and the City of Tigard also have recently hired a consult-
ant to study an L. I.D. formation along 135th south of Scholls Ferry Road which
will address the feasibility of such a connection and some of the location altern-
tives. We are keeping close tabs on the results of these studies and informing
our citizens accordingly. Additionally, the Joint Committee on the Regional
Transporation Plan on which your own councilman, Tom Brian,sits may look into
the potential extension in depth.
I understand that your intent is to assure your neighborhood's voice in the
planning of any road improvement affecting your property. You and your

continuing to attend our CPO # 4 meetings. Additionally, may I suggest
that you keep in close touch with your own representatives and planning
staff in Tigard, who are also involved in the transportation studies
that concern you.

I am writing to you in my capacity as Chairman of the
Tigard Planning Commission.
Perhaps too often, the efforts of our NPOs and NPO
Chairman and Chairwoman go unrecognized. You may be sure
that your efforts are appreciated by each Member of the
Tigard Planning Commission as well as the City Council
Members, the Mayor, the City Administrator and the City
Staff.
Your alert participation in the growth and well being of
the City has assisted all of us immeasurably in making
Tigard a better place in which to live, raise our families
and work.
However, may I ask yet another favor from all of you?
Would you work with me -and the rest of the Planning
Commission and double your efforts and the efforts of
your NPO members on the housing element information which
the City Staff urgently requires in order to accomplish
the task of adopting a comprehensive plan.
If we can all get behind this effort and give one big push,
I am sure we can get it over the "top" .
Please note that because of the increased NPO participation,
the Planning Commission has changed its procedures at
its meetings to allow specific recognition of NPO members
to express the NPO' s position and recommendations on each
public hearing item.
If you or your NPO members feel further changes or mod-
ifications of your procedures will improve either your
input or the performance of the Planning Commission, do
not hesitate to contact me or any Member of the Planning
Commission.
