Meeting convened at 7 pm.
SUB 91-0012-PAUL MILLER-VICINITY OF UAL,NUT ST, 136TH CT, AND FERN ST
Members reviewed applicant's site plan.
Discussion: Members support applicant's proposal with the condition
that applicant rake full street improvements to Walnut,
between applicant's subdivision and 135th, in order to
accomodate the subdivision's additional traffic demands.
No notion was made due to lack of a quorum.
SUB 91-0009-OTAK/BURTON-MITCHELL-VICINITY OF 132ND
Members reviewed applicants' revisions to its previous site plan.
Discussion: This subdivision is in NPO #31s area.

RV STORAGE-CDC 18.96.060
Members reviewed a proposal to eliminate the RV storage regulations.
Discussion: Members oppose any proposal to eliminate the RV storage
regulations.
One purpose of the regulations is to limit clutter in-order
to enhance the appearance of residential neighborhoods.
Members support this purpose as much as any vision
clearance purpose.
Members disagree with the idea that CC&R's are the best
recourse to deal with clutter, nuisances, etc. within their
neighborhoods.
Members disagree with the idea that neighborhoods with
large lots do not need to limit clutter. Large lots allow
easy RV storage in back or side yards.
No motion was made due to Iack of a quorum.
FENCE STANDARDS-CDC 18. 100.090
Members reviewed a proposal to amend the fence standards regulations.
Discussion: Members oppose any proposal to amend the fence standards
except:
1 ) To include hedges within CDC 18. 100.090
2) To eliminate CDC 18. 100.090.8.5.
Members would support a proposal to streamline variance
reviews of CDC 18. 100.090 to deal with hardship or unusual
circumstances.
Members observe that some cities, such as Portland, do have
fence standards in residential neighborhoods.
Members find several purposes for the fence standards:
1 ) Fences can create privacy, protect children and pets
and provide separation from busy streets.
2) However, fences can create street walls that prevent
police and community surveillance, decrease the sense
of community. hinder emergency access. hinder vehicle and
pedestrian safety. unduly interfere with the views
of neighbors, and create an unattractive appearance.

3) Balance the enjoyments of the property owner with those
of the community.
No motion was Made due to lack of a quorum.
OTHER BUSINESS
Members reviewed a proposal to nominate the Sumner Creek Basin. the
35 acre complex of streams, marshes and wet woodlands within the Cities
of Tigard and Beaverton, as a METRO GREENSPACE. The portion of the
Basin within Tigard is within NPO #7's area. The METRO GREENSPACES
program protects, preserves and promotes urban wildlife reserves.
Discussion: Members support the general proposal to nominate the
Summer Creek Basin as a METRO GREENSPACE.
The Summer Creek Basin is an invaluable urban wildlife
resource. Heron, duck and beaver, to mention a few
species, live within the basin.
The Basin would be an invaluable urban wildlife reserve
with the proper protection and promotion.
This GREENSPACE would be within the 100 year floodplain
and the Greenway Plans of the Cities of Tigard and
Beaverton.
Members support the specific proposal to draft a letter to
METRO, from NPO #7, to nominate the Basin as a METRO
GREENSPACE.
No motion was made due to lack of a quorum.
