08/24/1977 - Minutes MINUTES NPO 7 August 24, 1977 - 7: 30 p.m. Fowler Junior High School 10865 S.W. Walnut Street - Tigard, Oregon Members present : Bonnie Owens, Gerald Anderson , Yvonne Larson , Phil Millard, Jim Penick, Williams, JoAnn Grund. Bonnie Owens was elected chairman, and JoAnn Grund agreed to be secre- tary. Planning Director Dick Bolen gave out copies of pertinent land use plan pages and maps. Mr. Bolen reported that he had talked with School District 23J 's archi- tect for the elementary school to be located in NPO 7 's area and shared our suggestions from last meeting with him. We have not heard of any decisions yet as to location of through streets around or past school property. General discussion of the "Summer Lake" proposed. development followed. Mr. Millard mentioned the possibility of put- ting a well in the lake area to keep water moving enough to prevent algae formation . Next topic of discussion was: possible residential densities. Mr. Bolen explained the use and value of residential density trade offs : the placement of some homes closer together so that part of develop- ment could be left in open space and average density would remain the same. The group was asked to prepare themselves to be more specific as to where higher densities may go, if we accept the concept that smaller single family lots need to be made available. Mr. Bolen suggested that the area along S.W. North Dakota and Tigard Streets that is now in large single family lots may feel the pressure of higher taxes and subdivide their property in the next few years, thus making possible some "efficiency" housing or single family homes on 5, 000 to 6,000 square foot lots. Several members of NPO 7 objec- ted to this proposal, preferring that these owners be encouraged to keep the size lot they chose and place efficiency housing in newer developing area where they would not break a "trend" . Further thought will be given this idea. The group took a look at a suggested "Framework Plan" for part of our area that the Planning Commission is referring to for decision making until our plan is finished. Mr. Bolen pointed out the areas where development is being considered for the next five to ten years and what properties are still in agriculture and tax-deferral status . We are to try to reproduce the framework markings on. our own maps, es- pecially the suggestions for medium density. We accepted the definition of "efficiency housing" as being smaller homes on smaller lots in or- der to cut down on costs. The meeting was adjourned after the group was asked to be ready to make some decisions as to density at the next meeting and instructed to get some feedback from their neighbors before the next meeting.
