09/29/1977 - Minutes MINUTES NPO 7 September 29, 1977 - 7: 30 p.m. Fowler Junior High School - Lecture Room 10865 S .W. Walnut Street - Tigard, Oregon Members present : Scroggins, Penick, Richey, Larson, Williams, Owens, Meats, Grund. (Phil Millard came later. ) Bonnie Owens opened the meeting, and the minutes were approved. Dick Bolen called our attention to the statistics on medium density housing percentages in the other NPO areas . The projected percent- age in our area is 24 percent . Question : Does this amount meet the projected need for multi-family dwellings in the Tigard area? Answer: No, common wall single family is not included in multi- family counts. Question : Can we require ownership of the common wall homes? Answer: Probably not . More information was asked for on Beaverton 's plans for traffic flow on their side of Scholls Ferry Road for next meeting. When the traffic calculations are made for our area, they can be done with or without the "135th Avenue extension" . Possible treatment of duplexes in our policy statements: example, duplexes may be located within the low density area at places deemed unsuitable for single-family dwellings. Further discussion was held on policy outlining intent and the group attempted to determine a projected population for NPO 7. School district concerns: a representative from the district will be with us at the next meeting to state their desire for a dead end street leading into the new elementary school site off 121st and Katherine . School boundaries were discussed. The importance of phasing changes was mentioned. Phil Millard moved and Alan Paterson seconded that we adopt the pro- posed plan as outlined on the "framework" map . Lynn Scroggins moved and Jim Penick seconded that we amend the motion to include residen- tial densities only for approval . MINUTES NPO 7 September 29, 1977 Page 2 Amendment passed. Restatement : Approve as submitted in regard to residential densi- ties. Motion carried; amendment passed. Discussion of larger street pattern: Is it possible to prohibit commercial traffic (trucks) on 121st? Perhaps . Bill Richey moved that there be no further consideration of streets until after we talk with school district representative . Motion passed.
