NPO #7
August 30 , 1978 - 12 :00 P.M.
Meeting held at Lloyd' s Restaurant, Tigard, Oregon
Present: Alan Paterson, Bill Richey, Yvonne Larson, Lynn Scroggins,
Bonnie Owens, and Ken Selby (Planning staff)
Ken Selby presented a concept, termed "agricultural reserve
residential to bo-considered for inclusion in the NPO #7
Plan. This concept allows for time phase development, and
has the advantage that at the time the developer wants to
develop a partial of land, that site is reviewed with
consideration for the conditions of roads, school public
services and utilities at that time. Presently, we are
stipulating zoning types for areas which may not be developed
in the immediate future. When they are developed, conditions
may have to be altered to such an extentthat zoning now being
planned would not be practical or desirable then. The zoning
is designated at that time. A relatively small area of NPO #7
is not yet developed but if we include this concept in our
plan, and if it is approved, we will present the concept to
the other NPO' s. It also allows a "breather" to get services
up to par to handle additional building. They would then be
able to amend their plans to include this concept if they so
choose.
The NPO #7 members present agreed the idea seems good and gave
Ken Selby the go ahead to write it up, with Larry Svart, and
walk it through the various agencies for approval.
Bellwood:
Ken presented information to NPO #7 following his meeting with
the developer and with people from the nearby neighborhoods.
Bellwood Phase III is 20 units over the density - developer is
requesting a total of 234 . He has 158 in and Phase III would
have 76 if that density is approved. Ken Selby is recommending
ten (10) conditions be met by the developer but does not think
the extra units over density can be denied. Generally the group
felt the issue seems to have been resolved as best as possible
and does not warrant our further attention.
NPO #7 Plan Review - Next Meeting:
The completion of NPO #7 Plan review was set for Wednesday,
September 20 , 1978, 7 :00 P.M. at Bonnie Owen' s with an update
report on agricultural reserve residential" from Ken Selby
at 8: 00 P.M.
