Subject: Could you talk about SDCs and METRO?
Dan:
At the next PARAB meeting (Wednesday, February 16) could you address
several things relating to funding of land acquisition:
1) The availability of (parts of) the $2 million in SDC fees.
The Parks SDC Fund Balance is available for land acquisition and park
development projects directly associated with residential growth. The funds
cannot be used for any other purposes. For example, if the City wanted to add
playground equipment, or purchase property adjacent to an existing park, SDC
funds could not be used. Another example, let's say the City wanted to buy
park land and/or greenways, wetlands, etc. and the purchases were not in
response to residential growth SDC funds could not be used. If park land
and/or greenways, wetlands, etc. were purchased in an area where growth was
occurring, e.g. Bull Mountain, SDC funds could be used (40% of the land
acquisition cost is SDC eligible) .
2) Metro's acquisition measure for fish and habitat (amount and uses of
the money) in 2006.
This has not been determined at this time. METRO will begin, this
March, a process to identify potential uses. In the past use was pretty much
limited to land acquisition (greenways, natural areas, wetlands, etc.) . This
time around METRO hopes to consider and possibly approve the following types
of uses: land acquisition, development, operational funds, etc.
3) Measure 66 and the "Ten Parks in Ten Years Initiative"
Measure 66 provides for reinvestment in park and other jurisdictional
infrastructure. Eligible projects include trails, cultural heritage sites,
green spaces, etc. Money comes from Lottery funds. Money is allocated
project by project and need not be tied to acquisition or development. The key
is to emphasize the greater vision and describe the individual project in its
total context to the greater vision.
4) Any other funding sources we may not be aware of.
The PRAB has been made aware of the following grant opportunities of
which, the City has participated in all of these at sometime including
the present:
Local Government Grants (State Lottery funds for land acquisition and
development)
Land and Water Conservation Fund Grants (Oregon Park and Recreation
Department for all types of park development and land acquisition)

Community Development Block Grants (Federally funded for projects in
low income areas of the community)
RTP Grants (Federal Grants for trail acquisition/development)
Metropolitan Transportation Improvement Plan - MTIP Grants (County
grants for trail acquisition/development as well as
other infrastructure)
Major Streets Transportation Improvement Plan MSTIP Grants (County
grants for trail acquisition/development as well as
other infrastructure)
