12/08/2003 - Minutes Parks & Recreation Advisory Board Monday, December 8, 2003 Members Present: David Baumgarten, Barry Albertson, Michael Freudenthal, Darrin Marks, Carl Switzer, Scott Bernhard Members Absent. Shelley Richards, Jason Ashley, Scot Sutton Staff Present: Dan Plaza, Steve Martin, Twila Willson I. Call to Order - Carl Switzer called the meeting to order at 7:43 p.m. Introductions A member of the Advisory Board was required to serve as secretary to the board. There was a discussion among the members and Darrin Marks was selected as secretary. Scott Bernhard motioned to approve the minutes from the November 10, 2003, meeting, Barry Albertson seconded the motion, and the vote was unanimous to accept the minutes as presented. II. Review and Finalize Goals There was much discussion to "fine tune" the wording of the goals and objectives. See the attached copy of goals for wording and goal priority. III. Prioritize Goals and Set Timelines See copy of attached goals for prioritization numbering. IV. Review Sample Surveys and Creation of Parks and Recreation Survey Samples of surveys were distributed, reviewed and discussed. The following key points were discussed: • Funding is an issue — There is no funding for advisory boards. • Dan Plaza can present several options, their costs and request administrative staff recommend that the city may be willing to fund the survey • Newspaper inserts or utility bill inserts would be relatively inexpensive • Website survey • Telephone survey— recruit help from youth groups Newspaper cut-out survey Parks&Recreation Advisory Board 1 December 8,2003 • Distribute surveys through schools, senior center • Cityscape • Portland State University has a graduate student workshop project through the Master of Urban and Regional Planning program. Students do the legwork and data collection; city would be responsible to pay for postage and printing. High quality results are possible. • Press release • Opinion page — "Soap Box" —Who we are and what we do. The board recommended that Carl Switzer contact PSY with general guidelines outlining the objectives. It was suggested that an e-mail address for the Parks and Recreation Advisory Board be created. It was further suggested that the Parks webpage be expanded to include information about the Parks and Recreation Advisory Board and include a link to contact the board. V. Set Next Meeting and Agenda Topics — Monday, January 12, 2004 Topics for discussion at the January meeting include: • Review and approve final goals • Finalize survey - Carl Switzer to update • Letter- Barry Albertson to create for review • Funding/Budget information - Dan Plaza to update (Dan will advise of webpage and e-mail information) • Mission Statement— Dan Plaza to provide key phrases for consideration VI.
