04/04/1994 - Minutes CITY OF TIGARD, OREGON
BUDGET COMMITTEE MEETING
4 PM, MONDAY, APRIL 4, 1994
Members Present: Judy Christensen, Judy Fessler, George Burgess, John Schwartz,
Phil Westover, Jack Schwab, Floyd Bergmann, Wendi Hawley
Meeting began at 4:07 p.m.
The Committee began to discuss the allocation of funds to the various organizations.
After much discussion, the following agencies would receive funding:
• Seniors - Loaves & Fishes
• WCCAO - Neighborshare
• Shelter
• Community Youth Services
• Rape Crisis
• Dial-A-Ride
The Committee discussed the Broadway Rose request. Paul pointed out that they do not
serve the "needy." Wendi explained that she supported the arts but was not sure whether
this request fit under Social Services. George felt they didn't involve very many kids and
the program was not broad enough to warrant funding. Jack felt that local government
has a role in the arts but this shouldn't be mixed with Social Services. Phil explained
dislike for the Social Service process but was not against agencies.
After more discussion, the Committee agreed that the Broadway Rose request should be
moved somewhere else in the budget rather than in Social Services.
The Committee then discussed the level of funding for each of the requests:
• Seniors - funded at $15,000
• WCCAO - funded at $7,500 which was last year's amount
• Shelter - Funded at $2,000
• Community Youth Services - funded at $25,000
• Rape Crisis - funded at $500
The Committee discussed the level of funding for Dial-A-Ride. After much discussion,
Wendi suggested funding at $2,000. After a motion, and vote, the amount failed by 3 to
4. The amount was then changed to $1 ,500 and the vote passed 5 to 0.
Pat told Judy that the 4th of July funding was in the Administration budget.

Paul made a few comments about the upcoming budget thinking that more attention
should be paid to taking care of what we have and that we should focus more on costs
and funding.
The next meeting was delayed until May 23 due to the election.
The meeting adjourned.
