TIGARD BUDGET COMMITTEE HEARING
January 27, 1987 - 7:00 P.M.
Roll Call Budget Committee Members present: Tom Brian, Judy Christensen,
Carolyn Eadon, Nick Frezza, David Funk, Valerie Johnson, Susan
Mueller, Joyce Patten, and John Schwartz. Staff Members
present: Bob Jean, City Administrator, Jill Manley Community
Services Director and Wayne Lowry, Acting Finance Director.
Nick Frezza opened the meeting and asked for nominations for Committee
Chairman. Judy Christensen was nominated by Susan Mueller, seconded by
Carolyn Eadon. Unanimously elected.
Nominations were opened for Secretary. Susan Mueller was nominated and the
nomination was seconded. Unanimously elected .
JOHN SCHWARTZ AND VAL..ERIE. JOHNSON ARRIVED Al- THIS TIME:.
Coopers and Lybrand Partner John Dethman and Audit Manager Ray Adams were
introduced. Ray Adams presented the Financial Report for 85-.86 . John Dethman
covered the management letter- and responded to Mr. Lyster' s assertions about
conference expenses and the charging of administrative overhead to the State
Street Tax Fund.
Bob Jean then presented the 86-•-87 Supplemental. Budget proposal . Adjustments
to Library and General Government due to carryover of encumbrances from prior
year. Other adjustments were necessary to cover City Attorney costs and the
spring Capital :Improvement Program.
Nick Frezza asked for motion to present Supplemental Budget to Council. on
February 23 as proposed. Judy Christensen made the motion with Joyce Patton
seconding the motion. The vote was unanimous .
MEETING BREAK 8:40 p.m.
RECONVENED 8:50 p.m.
Bob Jean presented the Five--Year Financial. Plan and its narrative. He then
elaborated on his thoughts regarding management revenue and cost savings
incentives.
After much discussion, Valerie Johnson suggested that the Five--Year Plan be
used as a planning document with the understanding that it is only our best
estimate.
The Budges: Calendar, was presented. No one seemed to have conflicts .
Everyone was given a copy of Council Goals .
