TIGARD BUDGET COMMITTEE MEETING
APRIL 28, 1087 — 7:00 PM
TOWN HALL
ROLL CALL: Budget Committee members present: Judy Christensen, Susan
Mueller, Floyd Bergmann, David Funk, Joyce Patton, Tom Brian,
Carolyn Eadun, Valerie Johnson, John Schwartz

Judy call the meeting to order at 7:87 PM. Members were to let someone know
if they were not going to make it to meetings or if they were going to be late.
Bob followed up on items from previous meeting. Included with the agenda was
a memo on population estimates . Bob mentioned that TPOA arbitration results
had been received and that they fall within the framework of the 5 Year Plan.
The minutes from April 21, 1987 were received and filed.
Judy opened the State and Federal revenue Sharing hearing at 7: 15 PM. She
asked for public comment.
Cheryl Hilbert from WCCA0 addressed the committee.
Kathlee Marvin from the Shelter addressed the committee.
There were no further public comments, therefore' Judy recessed deliberation
on Revenue Sharing to the 5/12 meeting.
The committee began a discussion of unit 1500^ Social Services, and was
addressed by Carol Beutz' Sue Sheridan, and Bill Knudsen of TCYS.
Joyce Patton arrived at 7:40 PM.
Irene Ertull' City Librarian addressed the committee on the Library Budget.
She explained the growth over the last year, and the new developments at the
County including WCCLS Funding and the new WILI computer system. Irene also
pointed out that the proposed budget for book purchases was not sufficient.
Floyd Bergmann arrived at 8: 15.
The Committee took a break from 8:35 PM to 8 :50 PM,
Susan Mueller' Committee Secretary' called the meeting back to order, at
8 :50 PM.
Jill Monley, Director of Community and Administrative Services, addressed the
committee on the Community and Administrative Budget. She gave a 6rief

history of the department and an explanation of the staffing requirements
proposed. Jill explained that training and travel proposals took into account
the diversity and expertise required within the Department.

wow The committee asked to have a summary of revised 86-87 FTE' n and any other
corrections to the budget document. They also needed some additional detail
on the Judge' s salary, and on some discrepancies between Court and Police
statistics .

Valerie Johnson left the meeting at 9:50 PM.

David Lehr, Chief of Police addressed the committee on the Police Budget
proposal , David explained the effect of Metzger on the Departments staffing
needs . He said dispatch staff has not been increased since 1973 . Questions
were asked about Police overtime,
The committee needed some. explanation for training and travel . Tom Brian
asked for some more specific goal statements for patrol .
Items 8 & y on the agenda were SET OVER to the May 5, 1987 agenda. (General
Government and Debt Service) .
The meeting was recessed at 11 :00 PM until May 5, 1987 at 7:00 PM. in the Town
Hall Room.
