TIGARD BUDGET COMMITTEE MEETING
May 5' 1087 — 7:08 PM
Town Hall Conference Room
Roll Call: Budget Committee Members present: Judy Christensen,
Susan Mueller, Floyd Bergmann, Joyce Patton, Tom Brian,
Valerie Johnson and John Schwartz.
� Staff Members present: Jill Mnnley, Director of Community and
Administrative Services; Wayne Lowry, Finance Director;
Bill Monahan, Director of Community Development; and
Randall Wooley, City Engineer.
Judy called the meeting to order, at 7: 10 PM. Wayne and Jill followed up on
several items from the 4/28/87 meeting, including revised budget pages with
current 86-87 FTE' s and training and travel detail . Members were given a
summary sheet of typographical errors and other corrections an well as a
summary sheet for training and travel. Also distributed was a memo clarifying
statistics used for police and court and answering questions on the judge' s
time and salary.
The question of the City' s policy related to travel and per diem came up but
was to be considered by Council at a later time.
Wayne explained the computer master plan an it related to the D/P system.
Each member had a copy in their material.
Wayne covered General Government, City Attnrney, and Debt Services. He

explained that there was some computer equipment in the General Government
Requested column that the Committee should consider. He also pointed out that
the proposed column included a necessary addition of a disk drive that was
anticipated in the master plan.
Randy Wooley covered capital improvement projects for wastewater, parks,
streets, and LID` x . Walt Munhall explained the general capital projects
related to City owned buildings, etc.
Valerie Johnson left the meeting at 8:30 PM.
Bill Monahan began his discussion of Community Development. He divided his
department into Development Services and Operations . Bill discussed
Development Services including Administration, Building' Planning, and
Engineering.
The Committee took at break at 8:50 PM.
The Committee was reconvened from a break at 9:05 PM at which time

Valerie Johnson returned.
Bill Monahan passed out revised Community Development pages and called the
'
Committee' s attention to the Operations sections . Bill pointed out that the
major change in these revisions was to the Requested column in Wastewater in
which one additional FTE was requested with m reduction in materials and
services,

Bill led a discussion of Building Maintenance, Wastewater, Streets and Parks,
and Shops . He also called the Committee' s attention to capital outlay
requests in each section.

There was a lengthy discussion involving various capital outlay questions .
Jill covered the Mayor and City Council units as well as City Administration.
Wayne then finished up the departmental presentations with a brief discussion
of the contingency program including the capital replacement reserve.
Judy set the next two meeting dates as May 12. and May 19 if needed.
There was a short discussion of deliberation ground rules. Floyd asked for
some detail on FIE adds during 1986-87. The meeting was recessed at 11 :08 PM
until May 12, 1987 at 7:00 PM.
