Minutes of Meeting, January 12, 1988 - 7:00 PM

MEMBERS PRESENT: Judy Christensen, Floyd Bergmand, Joyce Patton, Deborah
Hinton, George Burgess, Carolyn EaJon, Valarie Johnson,
Gerry Edwards, John Schwartz.
STAFF PRESENT: Bob Jean, City Administrator; Wayne Lowry' Finance Director;
Randy Wooley; Bill Monahan; Randy Clarno; Jill Monley .
The meeting began at 7:28. Thu supplemental budget uchuduleo were explained
including beginning audited fund balance adjustments, 1086-87 oarryuxur,
expenditures, revenue estimate adjustments and 1087-88 appropriate requeuty .
The committee centered its attention on the 1987-88 supplemental appropriation
request list. After much discussion, $20,000 in General. Government for the
City Center finance study was dropped from the list. The feeling was that the
City Center Task Force had not yet discussed financing options and, therefore,
the funding was premature .
$25^000 in requests for various computer related items was also dropped from
the list. The consensus of the group was to wait on computer equipment until
Bruce 0leuon^ the new computer systems manager arrives in February. The
committee did not deny that expenditures were needed but wanted the request to

be subjected to the expertise of Bruoe

$30,000 for park site specific studies related to Cook Park' Fanno Creek, and
Summerlaku Parks was dropped from the list. The committee felt that the park
board had not yet requested them and that council had not yet discussed
further park studies .
There was no discussion of carryovers or audited beginning fund balance
adjuotmento .
The chairman asked for a motion to approve the supplemental budget as amended'
Valarie made the motion, Joyce Patton second. Unanimous vote of all members
present.
The January 1980 Five-Yuar Plan was presented to the committee. It was noted
that the plan included NE Metzger and the supplemental budget as proposed by
the city administrator. The committee approved the plan by unanimous vote of
all members present.
Bob Jean presented the "1y88-89 Budget Guidelines" to the committee. The
committee asked that the original 1087-88 budget as well as the revised
1087-88 budget columns be included in the proposed budget for comparison,

The committee asked that; department head presentations be made on a program
level., riot in detail, to speed urs the process . The committee dial not want: to
get: bogged down in details .
.IV response, Bob ;Jean suggested that the committee only be given summary
pages , Floyd Bergman and Valari.e Johnson wanted summary rages in one packet
and the full budget in another.
There was some discussion of how the budget:: and Five—Year Flan work together
and the cases where a department Mead may be able to exceed the 1988 89
allocations in the plan.
The budget calendar was discussed .
