SUBJECT- Community Comparisons and FY 1���-�0 Budget
As you recall from the P.S.U. study, in FY 1981-81 Tigard on the average was
25% below the average service level expenditure for Washington County Cities.
Police was 8% below. Parks and Library were 50 - 60% below! Administration
was 20% below. Since then we have had growth in both population and service
level demand' but restricted resources and resulting service level outs.
This Budget -- with Departments at Core Level I except the utilities/fees
supported areas at Limited Level II - - will be our toughest yet. Further
service level cuts are increasingly difficult, if not next to impossible.
Operating at Core Level I leaves little to no flexibility. Tw assist you in
this years Budget process, we will try to focus more closely on Goals, Major
14AW Service Level Indicators and Cost Center Analyses.
While I still believe that the hest measures and comparisons are those we
develop and then measure our own performance over time against, attached is an
interesting comparison an pulled together by the City of Oregon City. As
Oregon City' s report also shown, Tigard in above average as a community in
ability to pay' average as a City in service level delivered, and below
average (if not lowest) an m City in cost to the taxpayer.
