TIGARD BUDGET COMMITTEE MINUTES
March 6, 1985 - 7:00 P.M.
1. ROLL CALL: Present: Wally Hoffman, Dale Evans, Judy Christensen, Tom
Brian, Nick Frezza, Jerry Edwards and Phil Edin (7:20).
City Staff: Bob Jean, City Administrator; Jerri Widner,
Finance Director. Guests: Irene Ertell, Bob Adams, Kelly
Jennings, Karin Hawes, Bob Wheeler, Alice Carrick and
Lonnie Branstetter.
The meeting was called to order at 7:10 p.m.
2. FOLLOW-UP INFORMATION AND PROGRAM SUMMARY. Bob Jean reviewed the
documents with the committee, stressing the control budget comparison
report.
3. SOCIAL SERVICES. The requested budget would not appropriate funds for
social services. The proposed would appropriate $18,000. The question
to what agencies would receive the appropriation will be discussed on
the 20th of March.
4. RECREATION. The requested and proposed budget was discussed, as well as
a parks and recreation program. Further discussion is expected on the
20th of March.
5. LIBRARY. Irene Ertell explained the requested and proposed budget and
.yam,; outlined the WCCLS levy options.
6. , &. and 9. were tabled.
7. POLICE. Bob Adams gave an overview of the police budget. After lengthy
discussion regarding replacement of police cars, level of service, etc. ,
the committee went back to discussing the budget process.
General consensus:
that the City should not seek levy elections this year
that the committee review should be concentrated on the requested columns
that a determination of service levels in every program must be done
that the committee will continue to start its meetings at 7:00 p.m. , but
will add meetings in April in order to spend adequate time reviewing
programs.
The meeting adjourned at 10:35 p.m.
