Tigard,Oregon 97223 Area Code (503)620-1620 March 20, 1985 Tigard Budget Committee Re: Recreation Program Tigard, OR 97223 Budget Request To the Committee: A healthy, vital community should be supported by a broad range of services and activities including recreation and opportunities for physical activities. For many of our youngsters, in particular, such activities are too narrow in scope and too infrequent. Additional worthwhile programs would benefit both the participants and the community. There is a definite need for a broad range of recreational activities in the Tigard area for people of all ages. Although the school district, community college, and many " volunteer groups provide some recreation programs, the recreational needs of a majority of our children and adults are not being met. Many of our neighboring communities provide extensive recreation programs. The Tualatin Hills Recreation District, serving Beaverton and the surrounding area, could well be a model . The cities of Lake Oswego and Tualatin also support park and recreation programs . Perhaps it is now time for Tigard to provide similar services -- the interest and need are apparent and I can' t think of many investments that would provide as rich a return in the quality of our community. BOX 23397 Teresa Ivey Armin Konsten Tigard, Oregon 97223 Jan Law Sally Marchington Stan Ogsbury Dear Mr. Hoffman, Don Olson Dave Pahl Chane Peterson The effort by the Tigard Park Board to develop funding for a Paul Phillipsillips Jerrie Rousse recreation program in the city should be given serious consideration Tom Sullivan by the Budget Committee. In the four years I have managed TCYS, there has been no more consistent need expressed by young people and their parents than that for recreation. This perhaps sounds incredible given the wide variety of school activities, civic club sponsored soccer and baseball leagues, and church youth groups in the area. In fact, early in TCYS's history, recreation programs were felt to be sufficiently provided by these groups, and so TCYS never developed them. In our experience youth recreation opportunities in the community are sufficient, but only if you are an athlete, a member of a church youth group, or belong to an upper-middle income family. A large number of young people do not fit into any of these categories. It seems to me that if Tigard really wants to be the kind of city people are proud to raise their families in, attention should be given to public recreation. I understand also the Park Board is trying to put together a program for this summer. TOYS may be able to contribute to such a program by the same means it contributed to the Englewood Park project last summer, i.e, by providing youth workers paid through the Jobs Training Partnership Act. We would also be in a position to refer kids and families to whatever programs are developed. I believe there is public support for a recreation program in Tigard. I believe such a program could provide tangible return on taxpayer support and could help develop the sense of community Tigard so desperately needs. Since 1�, William A.
