03/20/1985 - Minutes TIGARD BUDGET COMMITTEE MINUTES March 20, 1985 - 7:00 P.M. 1. ROLL CALL: Present: Wally Hoffman, Chairman; John Cook(7:10 arrived), Judy Christensen, Tom Brian, Jerry Edwards, Ima Scott, Howard Duffy (7:55 left) , Dale Evans, Nick Frezza. City Staff and Guests: Bob Jean, Jerri Widner, Frank Currie, Jerry McNurlin, Kelly Jennings(left 7:15), Irene Ertell; Jim Blaurock, Bob Ellinger, Steve Shriner, Pat Biggs and Jason Gardner from the Oregonian. The meeting was called to order at 7:05 p.m. 2. FOLLOW-UP INFORMATION Revenue Police Options (Discretional/Dedicated). Retrofit/Replacement Options--K. Jennings discussed the retro fitting of the police cars with the Committee. Street Lighting Costs and County Gas Tax Revenues. Bob Jean reviewed follow-up memos, handed out additional information and answered questions from the Committee. 3. COMMUNITY DEVELOPMENT-Public Works Operations: Frank Currie reviewed summary pages with the Committee. Howard Duffy asked to have Return On Investment analysis done for the analyzer and tv unit. In the Parks area, Frank stated that the boat ramp at Cook Park needs to be replaced, a new roof in the covered area of Cook Park is needed, the installation of a back-up pump is needed and requested is a $4800 top dressing/sanding unit for ball field maintenance. The Green Thumb program is allowing 30 hrs. with the City paying only 10 hrs. 4. PARKS AND RECREATION DISCUSSION: Jim Blaurock of the Parks Board discussed the survey results of the middle and high school students recreation questionnaire. He also reviewed the 1985-86 pilot and proposed recreation budgets. He did say that the pilot program would be started out of the 1984-85 budget - $8-9,000.00. After much discussion, the Budget Committee requested that Jim and the Parks Board come back with the following: written overview of the program, written goals and objectives, work measures and fully describe proposed program--classes how many, when offered, etc.--budget details, is their duplication of efforts by other agencies, and how much money to be spent from 1984-85 control budget and in 1985-86. The Committee adjourned at 9:20 p.m. and recessed until March 27, 1985. Chairman (0843F)
