03/27/1985 - Minutes TIGARD BUDGET COMMIT-TEE MINUTES March 27, 1985 - 7:00 p.m. 1. ROLL.. CALL: Present: Wally Hoffman, John Cook (7:04), Judy Christensen, ll Phil. Edin (7:08), Jerry Edwards, Ima Scott, Nick Frezza, ` Howard Duffy, Dale Evans (7: 10) . City Staff: Bob Jean, Jerri Widner, Jerry McNurlin, Joy Martin, Irene Ertell, Randy Clarno, Karrin Hawes (8: 1.5) . Guests: Don Springer, Walt Munhall , Nancy Gann , Jason Gardner. The meeting was called to order at 7:00 p.m. 2. FOLLOW.--UP INFORMATION: Bob Jean reviewed the information provided, including a memo outlining the budget process thus far. In summarizing the state of the budget, Bob outlined four alternatives to the committee: Balanced Cuts, Selective Cuts/Adds, Dedicated Levy or a General. Levy . The other follow-up items will be discussed at a later time. 3 . COMPUTER MASTER PLAN PROGRESS REPORT Dr. Springer updated the Committee on the needs assessment. After considerable discussion, the consensus of the Committee was that there is a need for a computer upgrade, but the extent of the upgrade is not determined, Further discussion will follow on April 3, 1985. 4. MUNICIPAL COURT, 5, FINANCE AND SERVICES, 6. DEBT" SERVICE : These items were discussed by Jerri Widner, 7. City COUNCIL, 8. CITY ADMINISTRATION: These items were discussed by Bob Jean. 9. GENERAL GOVERNMENT/CITY ATTORNEY: Bob Jean reviewed the line items of the general government section in detail with the Committee. Discussion regarding amounts included for computer leases, dues to other agencies and newsletter publishing followed. The City Attorney budget of $80,000.00 was also discussed. 1.4. PUBLIC COMMENT: Nancy Garin from the Washington County Community Action Center talked with the Committee about the services they provide. Social Service expenditures are considered to be Level. III service. 13 . BOARD AND COMMI'T'l"EE COMMENT: Walt Munhall, Chair-titan of the Library Board conveyed his thoughts regarding the failure of the WCCLS levy, emphasis on balanced cuts for the City and urging the Committee to work toward a new -tax base. Questions regarding at what point the library should be closed and under the revised matrix what hours the library could be open to the public_ were asked. 1.2. RECREATION PROGRAM: tabled until April. 3, 1985. 10. CAPITAL PROJECTS: Bob Jean reviewed the capital projects with the committee.
