BUDGET PROCESS DISCUSSION: The committee after lengthy discussion determined that they need to focus on what the Council sets as goals, policies and service levels, rather than line items. A subcommittee of the Budget Committee working with department heads might be a way to speed up the process. It was also recommended that departments not make presentations to the committee, but rather have the budget officer present the budget. The discussion might go faster if the committee received a tabular summary of the proposed budget and spent more time on the annual report. 7. BUDGET COMMITTEE WORK PLAN. A fall work shop is planned. A discussion about the Metzger/Washington Square annexation followed. 8. The meeting adjourned at 10:09 p.m. ' Chairman JLW:(0926F)
