TIGARD BUDGET COMMITTEE
MINUTES - MAY 22, 1985
Durham Treatment Plant
1. CALL TO ORDER & ROLL CALL: Chairman Wally Hoffman called the meeting to
order at 7:11 p.m. Present: Wally Hoffman, Judy Christensen, Dale Evans,
John Cook, Phil Edin and Howard Duffy (7:12 p.m.). Staff: Bob Jean and Jerri
Widner.
2. FOLLOW-UP INFORMATION: Bill Knutson of TCYS discussed funding and
programs for the next two years. He also discussed the youth employment
program that would continue if the City could contribute $20,000.00.
Bob Jean discussed follow-up items with the Committee. The County Commission
will refer to the voters on June 25, 1985 a two year $2.5 million levy for
WCCLS, which would mean about $180,000 to Tigard. The control budget
estimates look pretty good. Bob went over the Budget History memo.
3. FY1985-86 AMENDED RECOMMENDATION RE: CIP $/EFB: Phil Edin moved to amend
the recommended budget of $11,952,283 to $12,138,783 for fiscal year 1985-86
to City Council. Dale Evans seconded. Vote 6/0.
4. FY1984-85 AUDIT CONCERNS: If the committee has any concerns they should
let staff or Phil Edin know.
5. CIVIC CENTER BUDGET: Bob Jean discussed the bid results. Discussion
followed regarding the financing of the project.
Recess 8:40 p.m. to 8:47 p.m.
6. BUDGET PROCESS DISCUSSION: The committee after lengthy discussion
determined that they need to focus on what the Council sets as goals, policies
and service levels, rather than line items. A subcommittee of the Budget
Committee working with department heads might be a way to speed up the
process. It was also recommended that departments not make presentations to
the committee, but rather have the budget officer present the budget. The
discussion might go faster if the committee received a tabular summary of the
proposed budget and spent more time on the annual report.
7. BUDGET COMMITTEE WORK PLAN. A fall work shop is planned.
A discussion about the Metzger/Washington Square annexation followed.
