CITY OF TIGARD
BUDGET COMMITTEE MINUTES - JULY 25, 1984
DURHAM TREATMENT PLANT
1. Call to Order and Roll Call.
The meeting was called to order by Acting Chairman Gerry Edwards at 7:18
p.m. Members present: G. Edwards, N. Frezza, D. Evans, T. Brian, J. Cook,
and P. Edin. Staff: B. Jean, City Administrator, J. Widner, Finance
Director, I. Ertell, Librarian and B. Monahan, Planning Director. Guests: F.
Currie, Public Works Director, B. Adams, Police Chief, W. Munhall, S. Mueller,
B. White, K. Hawes, S. Lubos, V. Christianson and A. Edin.
B. Jean reviewed the agenda with the committee and asked if they would like to
have another meeting before August 20, 1984. Of those present, the consensus
was to have a meeting on Thursday, August 16, 1984 beginning at 7:00 p.m.
D. Evans moved to approve the minutes of May 23, 1984 meeting. T. Brian
seconded. Approved by unanimous vote of Members present. Vote 6/0.
2. Supplemental Budget FY1984-85.
After reports by B. Jean, I. Ertell and B. Monahan and discussion by the
Budget Committee, a recommendation to Council was made. P. Edin moved to
recommend the supplemental budget for adoption by City Council. D. Evans
seconded. Approved by unanimous vote of Members present. Vote 6/0.
3. L.I.D. Financial Policy/Special Assessment Fund Status Report.
J. Widner discussed where the City was in relation to its Bancroft Bond
issues and the assessment accounts that pay the debt obligations.
4. 5-Year Financial Plan and Service Level Priorities.
Prior to this discussion Sharon Lubos and Vern Christianson of the
Senior Center spoke about the services the center provides to the City and
discussed the budget requirements they have.
The committee recessed from 8:10 to 8:22.
5. Tax Base Discussion and Recommended Resolution.
B. Jean discussed the financial position of the City with the committee,
reviewing the impending 1 1/2% measure and its impact on services and revenues
to the City. In addition, B. Jean went over the 5-year plan update.
6. G.F.O.A. Certificate of Conformance and City Bond Rating.
Some good news for the City is the accomplishment of receiving the
Certificate of Conformance for Governmental Accounting and Reporting and the
Bond Rating remains at A. Many cities have lost their bond ratings, but since
the City of Tigard has been meeting its financial problems head on, Moody's
rating service did not lower our rating.
7. Civic Center Budget and Project Status Report.
B. Jean gave the committee a copy of the budget update for the Civic
Center project.
8. Fall Workshop Agenda.
B. Jean briefly discussed the additional information in the packets.
9. Adjournment. P. Edin stated that the City really has no choice, but to
look at going for either a tax base or serial levy in November. G. Edwards
t*w stated that before he can determine what to recommend to City Council, he
needs to review all of the data and really look at the library. P. Edin
stated that during his campaign he heard $lmillion to be a good tax base.
D. Evans moved to adjourn. T. Brian seconded.
