Cook, Mayor SUBJECT: SPECIAL MEETING MONDAY, AUGUST 20, 1984 The Budget Committee met on Thursday, August 16, 1984, at the Durham Treatment Plant. Failing to obtain a quorum, 5 members convened a Committee of the Whole and discussed the Tax Base issue. It was decided to call a special Budget Committee meeting at 7:00 p.m. , Monday, August 20, 1984. Since Councilor/committee member Phil Edin will be in Eugene, and can only attend telephonically by speaker phone at City Hall, the meeting will be held at City Hall. For that same reason, I am calling a Special City Council meeting for 7:15 p.m. , Monday, August 20, 1984, at City Hall to consider the Budget Committee's recommendation and Tax Base Election Resolution. i4ww, The revised Monday, August 20, 1984 agenda is: 0 7:00 p.m. . . Reconvene City Council at Fowler Junior High CITY OF TI1FAIM WASHINGTON COUNTY,OREGON August 17, 1984 City of Tigard Budget Committee Ladies and Gentlemen: I apologize for being out of town and missing the special Budget Committee meeting called for August 20, 1984. So that I might have some input, I am offering the following comments and attaching my analysis. I am convinced that we Budget Committee members have no responsible choice but to opt for a tax base election at the November General Election. The alternative is not pleasant if Measure #2 passes, and I believe that it will, the only question to be determined is "how much." I have come to the conclusion that a logical and defendable amount would be $1,150,000. My attached analysis shows how I arrived at that amount. In general, what I am saying is $911,000 was an acceptable level in 1983-84. A tax base of $1,150,000 should be acceptable for 1985-86 and 1986-87. Thank you for giving this input your consideration.
