BUDGET COMMITTEE MINUTES

Roll Call: J. Edwards, N. Frezza, J. Cook, T. Brian and P. Edin.

The meeting was called to order at 7:55 p.m. by Chairman pro-tem Jerry Edwards.
The committee was convened as a whole for the purposes of discussion of the
tax base for 1985-86. P. Edin introduced his analysis of the tax dollar
question for the November 6, 1984 election. General consensus was that
$1,150,000.00 would be sufficient for 1985-86. P. Edin's analysis stated that
if $911,000 was okay by the voters in 1983-84, then using a conservative
estimate of population/inflation factors; $1,150,000.00 should be acceptable
to voters for 1985-86. Its essentially the same dollar value.
The meeting will be continued on August 20, 1984 at 7:00 p.m. at City Hall.
The meeting adjourned at 8:55 p.m.

B. Jean recapped the two previous discussions of the budget committee
regarding the tax base election and provided a summary memo for their review.
P. Edin was present at the meeting via a conference telephone call from
Eugene, Oregon. Discussion of the analysis provided by P. Edin followed.
D. Evans moved to recommend to the City Council a tax base election for
November 6, 1984 in the amount of $1,150,000.00 for the 1985-86 fiscal year.
N. Frezza/J. Cook seconded. Vote: 6/1 Committee member Scott voting no.
T. Brian moved to adjourn the meeting at 7:23 p.m. . D. Evans seconded.
