03/10/1983 - Minutes r TIGARD BUDGET COMMITTEE OO SPECIAL MEETING MINUTES - MARCH 10, 1983 - 7:30 P.M. 1. ROLL CALL: Chairman Wally Hoffman; Committee Members Present: Gerry Edwards, Dale Evans, Howard Duffy, Jim Smith, Wilbur Bishop, Tom Brian, (arriving at 7:41) , John Cook, Kenneth Scheckla (arriving at 8:50) and Ima Scott; City Staff: City Administrator Bob Jean and City Recorder/Finance Director Doris Hartig. 2. Chairman Hoffman, called meeting to order and stated he would allow testimony from the audience. DAVE ATKINSON, Summerfield Resident, testified that he supports taxes to sustain the present services the City has with emphasis on public safety. He supported the "A Ballot", no new hires, freeze on salary, deductible on health and hospitalization employees benefit program and no New Finance Director. END OF PUBLIC TESTIMONY Chairman Hoffman, requested City Administrator to continue the discussion from the previous meeting regarding various items to place on the •'B levy". City Administrator gave handout of various items considered by the committee noting "B-2•` would be for TCYS, "B-3" Police Communication system, and "B-4" Park Board Supplement for acquisition of land. City Administrator explained details of B option ballots. Chairman Hoffman, asked for further explanation of police requests and staffing. City Administrator explained with passage of "A ballot" staff for police would equal 30 employees. The B levy is necessary to get back exisiting staff levels. With passage of "A ballot" only there would be a drop in service levels. Committee member Duffy, distributed a handout and committee discussed his recommendations. Committee member Edwards, requested future budgets reflect vehicle maintenance be charged to the cost centers. City Administrator reported the Finance Department is working on this project. Discussion continued on police department efficiency and staffing. o Committee member Duffy, moved to reduce the B-I levy by $30,000 to take out one added patrolmen, motion seconded by Cook. Motion failed by 3-7 vote of Committee. o Committee member Duffy moved to reduce the replacement of vehicle cost, seconded by Brian. Discussion followed regarding replacement vs. purchase of new vehicles. PAGE 1 - TIGARD BUDGET COMMITTEE - MARCH 10, 1983 o Duffy amended motion to buy 2 cars in B-I budget, one for patrol and one for detective division equal to $18,000 instead of the $30,000 in budget. Motion Carried. o Edwards moved to delete $4000 for Police Fargo unit body radio unit, Scott seconded. Motion Carried. o Duffy moved to reduce the library book budget $3,000, Evans seconded. Motion passed by 9-1 majority vote. Committee discussed the shop department and reduction of services. City administrator noted there was a $2,000 calculation error. o Committee member Duffy moved to delete $1250 from engineering, seconded by Scheckla. Motion Carried. RECESS AT 9:30 P.M. MEETING RECONVENED AT 9:50 P.M. City Administrator noted the B-I levy net for police is $76,000. Committee discussed Finance and Services Department and the part time aide position. Productivity and services were discussed . o Motion by Committee member Scheckla to eleminate part time position for $12,000, seconded by Scott. Motion Carried. o Committee member Smith moved to remove $12,000 for Park Bandstand and $4,000 for Park windmill repairs. Motion seconded by Edwards. Motion Carried. o Motion by Committee member Brian to delete the Building Department Chief Plans examiner position, Dale Evans seconded. Motion Carried. o Scott moved to delete City Administration, Administrative Assistant position budgeted for 3 months for a $10,000, Smith seconded. Smith requested the Capital Improvements Program be completed with assistance of college intern. Motion passed by 6-3 majority vote. PAGE 2 - TIGARD BUDGET COMMITTEE - MARCH 10, 1983 r o Smith moved sufficient funds in amount not to exceed $5,000, be retained from the enterprise fund to complete the Capital ' Improvements Program. Edwards seconded. Motion Carried. City administrator noted the additions to budget totaled $115,000, times 1.10' for uncollected taxes would equal $127,500 B-I levy. City Administrator also noted that Finance and Services will be below level III services and requested reconsideration of the Office Aide part-time position. Committee declined to reconsider the addition. o Committee member Edwards, seconded by Duffy, moved to place a B-I levy of $127,500, net of $115,000 before the voters. Motion passed by 9-1 vote with Scott voting NO. o Committee member Duffy moved, seconded by Evans to place TCYS B-2 ballot of $45,000 before the voters. Motion Carried. Committee member Edwards, discussed the police communications equipment noting the age and limited capacity. o Motion by Committee member Bishop to place B-3 ballot for $93,000 with net of $83,700 before the voters for police communication equipment. Motion seconded by Evans. Motion carried by 7-3 majority vote of Committee. City Administrator raised the issue of a special park levy. Concensus of Committee was to wait until comprehensive plan is completed and possibly go out next year. o Motion be Committee member Smith, seconded by Edwards to eleminate the park special levy at this time. Motion Carried. City Administrator reviewed the sequence of B Ballots.
