SPECIAL MEETING MINUTES - MARCH 9, 1983 - 7:30 P.M.
1. ROLL CALL: Chairman Wally Hoffman; Committee Members Present: Gerry
Edwards, Dale Evans, Howard Duffy, Jim Smith, Wilbur Bishop,
Tom Brian, (arriving at 7:43) , John Cook, Kenneth Scheckla
(arriving at 9:05) and Ima Scott; City Staff: City
Administrator Bob Jean, City Recorder/Finance Director Doris
Hartig, Administrative Assistant Linda Sergeant, (leaving at
8:05).
2. Budget Committee went into executive session under the provisions of ORS
192.660(1)(d) to discuss labor relations.

3. FOLLOW-UP PRIOR MEETINGS
City Administrator distributed information that was previously requested
and highlighted some of the reports.
4. POLICY OPTIONS
City Administrator reviewed Ima Scott's recommendation for a freeze on
wages, merits, travel, membership, training, as an option for the
committee. He noted training should be in 1-3% range and this is a tight
budget with 1% proposed.
Duffy Recommendation: City Administrator pointed out highlights of
report. Duffy clarified his request that he felt the same dollars as in
last year's control budget should be used for FY 1983-84 and using that
logic the City is $300,000 short.
City Administrator then reviewed "adds & cuts" list pointing out
highlights of proposal and options. He then reported on policy paper
issued by the Oregon Bureau of Governmental research which states the
average transfer payments from the state to local government for all
western states if $419. Oregon's average is $339 per capita payments.
What this means to Oregon local governments is that they have to go to the
voters to get the money.
Edwards and Duffy discussed Duffy's philosophy and recommended 2%
inflation factor. Edwards pointed out the City has come a long way in 5
years and is in the state of intermediate service, providing streets,
parks, library, police and a lot more service than given credit for and he
supports continuation of the computer/data processing system. He urged
Committee to not throw away what has been complished as it will take years
to recover. He suggested the Committee be realistic and provide services
that are needed and to be fiscally responsible and reasonable. He
'1rY► recommended the people have an opportunity to vote on the "A" and "B"
Ballot totalling $300. Mayor Bishop heartily supported Edwards comments
and added the City has bitten the bullet and swallowed it. The City has
to maintain city services and he supported the staff recommendation for A
& B ballots.

City Administrator noted he has prepared 4 options and outlined his
report. The "A Balanced" level provides level II services at tax
rate of $1.27. A & B ballot levels requires $1.99 tax rate; a
weighted police level III service and all other divisions at level I
would be $1.19 and no levy outside the tax bases .92 cents. City
Administrator explained a "balanced All is consisted with 5 year
financial plan. The "A weighted" leaves police level II and
everyone else at level I.

RECONVENED AT 9:45 P.H.
Chairman Hoffman, allowed public comments on the discussion.
Peggy Obert representing NPO #7 of Englewood area and Summer Lake
urged the Committee to not cut Parks, Police and Library services.
PUBLIC DISCUSSION CLOSED
Chairman Hoffman, opened the meeting to general discussion by the
Committee.
Edwards, recommended the committee propose both "A•` & "B" Ballot
with the following changes:
Loaves and Fishes in amount of $12,500 become part of the "A
Levy" and the balance of the "A Levy` support police
services. That TCYS be a separate ballot. Mayor Bishop
commented he could not support the recommendation. He felt
the City should keep out of the social services area.
Smith would like to increase City services gradually over the
years and feels the City has a budget that can be approved.
He sees the police budget "A Ballot" that might pass. He
does not feel all other issues will pass. He also supported
Loaves and Fishes.
Edwards moved, seconded by Smith to adopt "A Levy" and place
Loaves and Fishes in A Levy in amount of $12,500 and the
remaining 2/3 to go to police, ($130,000) library and parks,
($40,000) total to equal "A ballot" of $208,930.
Motion passed by 9-1 vote with Bishop voting NO. Committee
expressed concern that the ballot title be clearly written.
Committee then considered items to go in B-I levy or cut $131,000 in
the Budget. City Administrator explained what is suggested for the
B-I levy.

$161,000 Total = .21¢ per $1000 making a total tax rate of $1.40 vs
$1.12 for a A only.
Consensus of Committee to decide B II, III, IV Levies next meeting
and come back and review B I for possible reductions.
