04/22/1981 - Minutes CITY OF TIGARD Budget Committee Meeting April 22 , 1981 , 7 : 30 P .M, Fowler Junior High School Lecture Room Present : Wilbur Bishop, Tom Brian, John Cook, Phil Edin, Gerry Edwards , Dale Evans , James Smith, Nancie Stimler, (left 10 :05 P.M. ) , Kenneth Scheckla (arrived 10 : 15 P.M. ) . City Staff : Raeldon R. Barker, City Administrator; Frank Currie , Director Public Works ; Doris Hartig, City Recorder/Finance Director; Linda Sargent , Research and Development Aide . Absent : Wally Hoffman Presentation of Budget Pro2osals Public Works Director, Frank Currie gave a slide presentation illustr- ating the street light , traffic marking, engineering, storm drains , sewer, parks and road maintenance programs under the Public Works Department . Director of Public Works reported City expects to receive $465 ,465 in county road maintenance funds and suggested revisions to the public works programs . He suggested county road maintenance fund relieve the street and road general fund support , and transfer be made to the park program. He suggested one additional utility worker and equip- ment be added . He commented this was the time to strengthen the park " program by adding additional equipment . He continued to highlight the items in the park budget (2 . 1 .4) . He requested two persons for part time summer help. Mr. Currie prioritized needed capital outlay items 1) 54" self propelled mower; 2) self-propelled vaccum sweeper; 3) one utility worker I and 4) a used farm tractor. Phil Hirl , Park Board Chairman, voiced support for additional person- nel and for proposed capital improvements for parks . The Park Board recommended continuation of Summer Lake development and the downtown park areas . Curt Stephens , Englewood Neighborhood Association expressed concerns over lawns being cut and recommended more personnel . Frank Currie highlighted changes in the street lighting ( 1 . 2 . 1) and signs (1 . 2 . 2) budgets . In the Engineering budget Mr. Currie proposed five additional staff. In item 1 . 2 . 3 . 604, $21 ,312 was amended to $56 ,952 and $67 , 272 was amended to $31 ,632 . In the Administration budget ( 1 . 2 .4) , Mr . Currie proposed that the Clerk Typist II be assigned full time to this department . He requested two additional staff in the sanitary service budget and the inclusion of a hydrosontic roller and vibraplate tamper in the streets and road budget (2 . 1 .3) . At a later date he will make recommendation for use of balance of county road and maintenance funds . Nancie Stimler leaves at 10 :05 P.M. In the stormwater budget , Mr. Currie proposed to increase staff by one half the utility worker I . Renneth Scheckla arrives at 10 : 15 P.M. In the ancillary service budget, an additional utility worker I was requested and deleted by City Administrator, the Engineering (2 . 1 . 8) a Clerk Typist III was proposed. Mr . Currie stressed the importance of the Engineering program and noted the expanded program would absorb costs now spent for contractual services . The committee will reconvene at 7 : 30 P.M. , April 29 , 1981 , Fowler Junior High School , Lecture Room.
