Presentation of Budget Proposals
Police Chief Adams introduced. Hal Spice , Senior Consultant , Public
Administration Institute . Mr . Spice demonstrated the records and crime
analysis capacity of the Integrated Criminal Apprehension Program
( ICAP) and discussed the System ' s applicability to the City ' s Police
Department .
The committee recessed from 8 : 25 PM to 8 : 35 PM
W Chief Adams presented the budget for the Patrol Division . He noted
no additional personnel were requested and all personnel costs includ-
ing clothing were consistent with the TPOA contract . The total for
80-81 personal services was amended from $434,824 to $454 ,600 . Tom
Brian questioned the actual and proposed amounts of overtime . The
total for 80-81 personal services in the Investigation Division was
amended from $96 , 718 to $94, 175 . The total for 80-81 personal services
in the Service Division was amended from $115 , 622 to $177 , 252 . The
sub-total of the same item was amended from $97 ,322 to $92 , 869 .
Nancie Stimler left at 9: 35 P .M.
Chief Adams noted the increases in costs for renting pagers , replace-
ment cost of radio antennas , and the request for a paper shredder .
Chief Adams prioritized the department needs as follows : 1 ) ICAP
System, a) ICAP (48 , 564) , b) Clerk II ($16 ,044) ; and c) Promotion of
Officer to Sergeant ($2 , 350) total equaling $66 , 958 ; 2) Dispatch
Center $37 , 208 .
Chief noted the request for additional travel and subsistence in the
Administration budget . This item would allow Sergeant Branstetter to
attend the National FBI Academy in April , 1982 . Chairman Edwards
favored the officer attending the academy . Chief Adams noted that
officer would be responsible for staff training upon return. Chief
Adams also requested travel and subsistence to attend a conference
in Alaska in July, 1981 .
Municipal Court
Doris Hartig, Finance Director. /City Recorder. rioted that no additional
personnel had been requested in the Municipal Court budget . She noted
the increase in contractual services was due to the requirement of
interpreters for non-english speaking individuals . The budget also
contained a request for 2.5-30 chairs . Mrs . Hartig also noted that
staff was pleased with the facilities on Gaarde Street .
The committee will meet Wednesday, April 22 , 1981 , at 7 : 30 P.M. , Fowler
Junior High School , Lecture Room.
