04/08/1981 - Minutes City of Tigard Budget Committee Meeting April. 8, 1981, 7:30 P.M. Fowler Junior High School Lecture Room Present: Wilbur Bishop (arrived 7:38 P.M.) , Tom Brian, (arrived 7:43 PM) , John Cook, Phil Edin, Gerry Edwards, Wally Hoffman, Kenneth Scheckla, James Smith, Nancie Stimler. City Staff: Raeldon R. Barker, City Administrator; Doris Hartig, Finance Director/City Recorder; Ed Walden, Building Official. Meeting was reconvened by Chairman Gerry Edwards Presentation of budget proposals. Building Inspection and Enforcement Building Official explained programs, fee structure and inspection process. Com— mittee discussed salaries and pension benefits. Committee questioned salary increase for Code Enforcement Officer. Staff to check out and report back. Discussion was held regarding vehicle operation and maintenance costs. Department uses old police vehicles and maintenance is high. Committee considered purchase of a smaller vehicle and exchange existing vehicles with more current models of used police vehicles. Committee proposed to reduce maintenance and operation budget item and create line item for purchase of vehicle. It was also suggested the Code Enforcement Officer's vehicle operation costs be shared with Planning Department. Committee suggested a revision to the budget format and will consider later in the budget process. Mayor & Council City Administrator reviewed proposed budget. Committee considered an increase in fees for Council. Concensus was to provide a $40.00 per month expense fee, along with the existing $15.00 per meeting, with $60.00 maximum for Council meetings. City Administration City Administrator reviewed existing and proposed budgets. Only change is request to purchase a file cabinet for staff. Fiscal Administration. and Records Finance Director discussed the implementation of the computer system. Staff is pleased with progress to date and anticipate by the beginning of fiscal year 1981-82 they will not have to keep double set of. books. Staff for all programs will remain the same except for request for part—time help during pregnancy leave of accounting clerk. Staff is requesting replacement of calculator in finance department as inexpensive models do not hold up under heavy use. Council will continue review of departmental requests and make adjustments if any at a later date.
