City of Tigard
Budget Committee Meeting
March 25 , 1981 ) 7 : 30 P .M.

Present : Wilbur Bishop , Tom Brian , John Cook, Phil Edin, Gerry
Edwards , Dale Evans , Wally Hoffman, Kenneth Scheckla ;

Absent : Nancie Stimler, James Smith
Mcc, ting was called to order by Mayor Bishop who requested City
Administrator to give budget message .
City Administrator summarized his memo noting highlights of the message .
Mayor Bishop called for election of officers .
Tom Brian moved , seconded by Dale Evans to nominate Gerry Edwards as
Chairman . Cook moved , seconded by Bishop, to close nominations .
Motions carried by unanimous vote of committee present .
Chairman called for nominations for Secretary . Ken Scheckla moved,
seconded by Dale Evans to nominate Wally Hoffman. Evans moved,
seconded by Cook , the nominations be closed .
Motions carried by unanimous vote of committee present .
CONSIDERATION OF SPECIAL REQUESTS
RaNaye Hoffman , representing Town and Country Days Organization
requested several items be included in the budget to support this
festival . Currently staff has included monies for chemical toilets ,
overtime for public works , and police staff to work parade , and park
grounds . Mrs . Hoffman requested city also include monies for a
professional security for the beer garden at approximately $145 plus
money for fencing for the beer garden (required by OLCC) . There was
considerable discussion regarding providing the required professional
security, the city ' s liability, and training of Town and Country Days
personnel to check ID ' s for the beer garden . Approximate additional
cost (riot in the budget) $485 .
Concensus of Committee was to support the request but as to what
extent would be determined at a later date .
Ernie Chapman and Cheryl Beshears, representirrg Chamber of Commerce
requested a portion of the City ' s hotel-motel tax money be used for
promotional project for the city. It was suggested the city allow
$5000 for a multi-media slide show about Tigard . The city to supply
money using Charnber staff and professional advisors . Estimated cost
includes equipment to show the presentation. Chailiber volunteered
to accept responsibility for custody and checking out of presentation .
Committee will consider further in their deliberations .
Jackie Hanes of Washington County Community Action explained her
program and project to Committee . She requested city provide
$3000 . 00 to support this program.
Committee will consider request further in their deliberations .
Shelter representatives were not present .
Recommendations from public regarding use of Federal and State Revenue
Sharing Funds for Fiscal Year 1981-82 .
Chairman Edwards requested public testimony.
No one appeared to testify.
Committee reviewed the proposed budget calendar . Only adustment was
to change April 15th date to April 16 , 1981 , at 7 : 30 P .M. Staff to
make arrangements .
